Cunning Action. On each of its turns, the spy can use a bonus action to take the Dash, Disengage, or Hide action.
Sneak Attack (1/Turn). The spy deals an extra 7 (2d6) damage when it hits a target with a weapon attack and has advantage on the attack roll, or when the target is within 5 feet of an ally of the spy that isn't incapacitated and the spy doesn't have disadvantage on the attack roll.
Multiattack. The spy makes two melee attacks.
Shortsword. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 5 (1d6 + 2) piercing damage.
Hand Crossbow. Ranged Weapon Attack: +4 to hit, range 30/120 ft., one target. Hit: 5 (1d6 + 2) piercing damage.
Description
Rulers, nobles, merchants, guildmasters, and other wealthy individuals use spies to gain the upper hand in a world of cutthroat politics. A spy is trained to secretly gather information. Loyal spies would rather die than divulge information that could compromise them or their employers.

It's unfortunate that they don't have the full Sneak Attack feature in that they don't proc the extra damage from attacking with advantage. This means they can't shoot from the shadows with their crossbow for the extra damage unless they have an ally engaged with a target. To me this would suggest a Spy would never fight alone or really even in pairs because they can't stand toe to toe with a reasonably armored martial class. I would pair this with a Thug or something sufficiently burlyI'm not deleting this so people can learn from my mistake but Herodragon33 has pointed out (fairly) that I can't read and the Spy can in fact sneak attack when it has advantage even if its target doesn't have an enemy within 5ft.
I believe you misread the ability, they can proc it with advantage or with an ally. Also if there are two spies and they get the drop on an enemy the two of them could probably take them out with just the first round.

Pairing a spy with a thug is a good idea, not just for Sneak Attack, but for the muscle. Every good burglar should have a brute to clear away opposition, break down doors, and smash open crates. The thug is for if the spy fails to pick a lock, or if the spy gets spotted by multiple guards. Even better, have a spy team up with a veteran instead of a thug.
