How to freak out lower levels.

Wild Shape says "you can use your action to magically assume the shape of a beast that you have seen before." Swarms are a "Medium swarm of Tiny beasts." So, no, a druid cannot Wild Shape into a swarm.

what if you had multiple druids turn into a bug and then they came together to make a swarm?
Anybody have information with regard to how a swarm acts under water? How long until drowning? Movement impairment? Gonna give this encounter to my party soon and I anticipate an attempt to drown them. I can't find anything
Rules as written the swarm would survive 1 minute underwater (1 minute + CON modifier). Since it does not have a swimming speed, it's movement is halved. The attacks are at disadvantage. Personally, depending on the situation, I would just let them die though, since they would probably loose the fight anyway and it could be a moment of triumph for the players.

How would a massive gust of wind interact with the swarm?
Imagine there's just this monstrous, person-sized swarm of locusts coming right at you. Now imagine they're crawling all over your skin. Fun!
I think instead of doing twice as much damage when they have more than half hit points, they should just have a Multiattack. That makes more sense since there are more insects and more chances for them to bite.
The Variants for these inscet swarms from the Monster Manual... aren't in D&D Beyond?

I usually rule that the 1 minute ruling is reliant on being prepared for it and taking a breath and holding it. So if the water suddenly rises, they only have a number of turns equal to their Con modifier. But I would agree just having them die is fine, as I don't see a swarm functioning as a cohesive unit underwater and more floundering individually trying to stay alive. PS these are good rules to use for garrots and strangulation if your player is interested.
A druid can turn into swarms under these restrictions. So you can't turn into multiple beasts but it is still a beast that has one stat block so meaning you can turn into one of the insects and the others will follow you like a colony. You can however have it so if the opponent attacks you you have to make a saving throw so it does not kill your bug and if successful the swarm will take damage like normal. Less health the higher the saving throw.
