Bite (Wolf or Hybrid Form Only). Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 6 (1d8 + 2) piercing damage. If the target is a humanoid, it must succeed on a DC 12 Constitution saving throw or be cursed with werewolf lycanthropy.

No, because Druids can only turn into Beasts, and a werewolf is a humanoid. The exception is Moon Druid, which at 10th level can turn into Elementals.
It is possible for a player character to become a werewolf (or other were creature). See the Section "PLAYER CHARACTERS AS LYCANTHROPES" at the bottom of the description.
The can use their shapechanger ability as an action - so during combat, they can change form once per turn; whilst not tracking initiative, essentially yes.
So, a werewolf bites someone who fails the save, and inflicts them with werewolf lycanthropy... And they are then immune to non-magical piercing and slashing damage, which is all the Werewolf is able to deal. That's... Something.

Tip for a cool combat: make it so the gear does transform with the werewolf, and the werewolf can shift as a bonus action, then you can have cool scenes where the werewolf shifts between attacks and scares an unsuspecting party.
