Incorporeal Movement. The wraith can move through other creatures and objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object.
Sunlight Sensitivity. While in sunlight, the wraith has disadvantage on attack rolls, as well as on Wisdom (Perception) checks that rely on sight.
Life Drain. Melee Weapon Attack: +6 to hit, reach 5 ft., one creature. Hit: 21 (4d8 + 3) necrotic damage. The target must succeed on a DC 14 Constitution saving throw or its hit point maximum is reduced by an amount equal to the damage taken. This reduction lasts until the target finishes a long rest. The target dies if this effect reduces its hit point maximum to 0.
Create Specter. The wraith targets a humanoid within 10 feet of it that has been dead for no longer than 1 minute and died violently. The target's spirit rises as a specter in the space of its corpse or in the nearest unoccupied space. The specter is under the wraith's control. The wraith can have no more than seven specters under its control at one time.

Interesting that the Wraith can be Frightened or knocked Unconscious, RAW. I agree with it being able to be Blinded, Deafened, Incapacitated, and Stunned but I feel Fear (other than Turning) should be a huge negative, and an unholy ghost tormented for all eternity shouldn’t be able to be knocked unconscious. Someone else mentioned giving it some kind of Frightful Presence, but I don’t feel that’s important. These things have a naturally inspired Frightful Presence.
I think the key part you missed in MM description is “Wraiths *sometimes* rule the legions of the dead …” I think that CR 5 is completely appropriate for most “typical” wraiths - to my understanding, wraiths usually come from extremely evil individuals who were murdered, betrayed or died by any other violent means. Such wraiths would probably be terrifying but nothing exceptional. But a person who was e.g. a lord in life could also become a lord in death. I think is up to the DM to modify the wraith in that way and make it a BBEG. The DM might make a wraith on par with a vampire, but instead of enslaving the people, the wraith would kill them and create a city/region of death.
