Xivilai are more than front line soldiers, these daedra are given high ranking responsibility in the various clans of dremora serving Dagon. Slavemasters, Justiciars, inquisitors, Marshalls, and Magistrates to name a few. Fellowships of 2 or 3 Xivilai can be encountered working together to complete a common task or goal.
Because the Xivilai can speak all languages they can make shrewd and intimidating diplomats. When Lord Dagon, or even lesser daedra, have to deal with mortals, celestials, or fey you can expect to hear from a Xivilai.
