Astral Storm. When the cloud eater takes psychic damage, its body reacts automatically. Immediately, its speed drops to 0 for one round and it emits a psychic wail. All creatures within 60 feet must succeed on a DC 15 Wisdom saving throw or take 8d8 psychic damage and become stunned for 1 round. On a success, they take half as much damage and are not stunned. Creatures immune to psychic damage are also not stunned by this effect.

Actions

Multiattack. The cloud eater makes two tentacle attacks.

Tentacle. Melee Weapon Attack: +6 to hit, reach 15 ft., one target. Hit: 8 (1d6 + 5) bludgeoning damage. If the target is a creature, it must succeed on a DC 14 Dexterity saving throw or become grappled. 

Engulf(2/Day). The cloud eater targets one creature it has grappled. The target must succeed on a DC 14 strength saving throw or be sucked into the tentacle. Once inside they are restrained until they escape or until the cloud eater expels them within a gravistasis bubble. If the cloud eater takes at least 25 damage in one turn from creatures inside of it, it must succeed on a DC 14 constitution saving throw, expelling all consumed creatures on a failure.

Legendary Actions

The aboleth can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The aboleth regains spent legendary actions at the start of its turn.

Tentacle. The cloud eater makes one tentacle attack.

Gravistasis Bubble (Costs 2 Actions).The cloud eater releases a bubble of gravistasis fluid that travels up to 30 feet in any direction. The bubble hovers there for one round, then explodes. If the cloud eater has any creatures engulfed when it uses this ability, they are all expelled and restrained inside the bubble. The creature can make a DC 16 strength check to escape (with advantage if an ally assists in some way). Any creature within 15 feet of the bubble when it explodes must succeed on a DC 14 Dexterity saving throw or take 18 (6d6) bludgeoning damage and be knocked prone. On a success, they take half damage and are not knocked prone. Any creatures within the bubble when it explodes automatically fail.

Description

A cloud eater resembles a giant bleach white octopus. In place of a head, however, it has a bundle of constantly shifting bubbles with an oily sheen that swell and pop randomly. Inside the bubbles is a cloudy liquid of swirling colors called gravistasis fluid. Not much is known about these creatures, but it is believed that this fluid in some way allows them to fly. They have 5 tentacles, instead of 8, and at the end of each one is a set of smaller, grasping tentacles.

Though they are believed to have originated from within the astral sea, cloud eaters have made their way throughout much of the world. They do tend to gravitate towards regions which generate large quantities of clouds, particularly storms, as they somehow feed on them. Hence the name.

Their method of reproduction is mostly unknown, though certain individuals claim to have come across nests of 'eggs' high in the mountains, which look very similar to the bubbles found on large cloud eaters. Their lifespan is similarly uncertain, but it is believed that they can live for many thousands of years, as there are reports scattered throughout history of gargantuan cloud eaters being spotted in monstrous storms. This is most likely either hugely uncommon or false, however, due to the scarcity of such claims and the lack of evidence contained therein.
