 Spellcasting. Zoltar is a 5th-level wizard. His spellcasting ability is Intelligence (spell save DC13 , +4 to hit with spell attacks).

Zoltar has the following spells prepared:
Cantrips (at will): fire bolt, mage hand, prestidigitation 
1st level (4 slots): charm person, mage armor, magic missile, shield

2nd level (3 slots): misty step, spider climb, web

Bonus Actions

Arcane Recovery: Once per day, Zoltar can regain up to two expended spell slots.

Summon Vermin: As an action, Zoltar can summon 2d4 rats or 1d4 spiders within 30ft of him. The vermin are friendly to him and obey his commands.

Description

Zoltar is a wizard that has gone mad from years of isolation and magical experimentation.  He speaks to himself in the third person and can't control the volume of his voice.  Extremely paranoid, he is unstable at best.
