Traits

Flyby. The Wyvern Monarch doesn't provoke opportunity attacks when it flies out of an enemy's reach. 

Jungle Camouflage. The Wyvern Monarch has advantage on Dexterity(Stealth) checks made to hide in jungle or swamp terrain. 

Zealous Leadership. All other Wyverns who can see the Wyvern Monarch gain an additional +1 to all of their rolls. 

Actions

Multiattack: The Wyvern Monarch makes two attacks, one with its Bite and one with its Stinger. While flying, it can use its claws in place of one other attack. 

Bite: Melee weapon attack, +7 to hit, reach 10ft, one target. Hit 11(2d6+4) piercing damage plus 7(2d6) poison damage. The target must succeed on a DC 15 Constitution saving throw or become Blinded until the end of their next turn. 

Claw: Melee weapon attack, +7 to hit, reach 5ft, one target. Hit 13(2d8+4) slashing damage. 

Stinger: Melee weapon attack, +7 to hit, reach 10ft, one target. Hit 11(2d6+4) piercing damage. The target must make a DC 15 Constitution saving throw, taking 24(7d6) poison damage on a failed save, and half as much on a successful one. 

Poison Spray(Recharge 6): The Wyvern Monarch exhales a vibrant purple poisonous gas in a 30ft cone. Each creature in that area must make a DC 15 Dexterity saving throw, taking 28(8d6) poison damage on a failed save, and half as much on a successful one. Each creature that fails the saving throw becomes Poisoned for 1 minute and must remake their saving throw at the end of each of their turns to rid themselves of the poison. 

Each time the target fails their saving throw, the Wyvern Monarch's poison evolves and takes on a new form, crippling the target in different ways:

1st Saving throw. The target has disadvantage on all saving throws they make until they are no longer Poisoned.

2nd Saving throw. The target becomes Paralyzed until they are no longer Poisoned. 

Description

Wyvern Monarchs are dragons native to Rhymorra that are very questionable. They occasionally travel to the Material Plane via a World Ender and can command flocks of Wyverns to do its bidding. Physically, there is a massive difference between the two dragons; one is much larger than the other, its head is more elongated, and it possesses silvery spines across its back and its barbed tail is replaced by a long, flexible, silvered stinger. Wyvern Monarchs that have been captured and studied by the dracoologists of the Material Plane find no relatedness to Wyverns in any shape or form, instead being much more closely related to Hellkites, Foulkites, and Soilkites. This result doesn't make more sense as Foulkites have six limbs while Wyvern Monarchs have four, and that since they are different species, a Wyvern Monarch shouldn't be able to control other Wyverns. Their true name has been lost in the history of Rhymorra, but they are powerful foes nonetheless.
