Traits

Satan's Prayer. Zagan makes a prayer to Satan 5 turns into the fight, roll 1d20, DC 10.  On a successful prayer, the domain of Zagan's fight (200ft radius) is encased in an Adamantine cage, enchanted with strength +15.

Zagan's Legion. 4 turns into the fight, Zagan calls for his legion of 264, they appear within 2 turns. (264 Horned Devils)

Spellcasting. Zagan is a 9th-level spellcaster. Its spellcasting ability is at the least double of Kaji's 6 minutes after granted freedom, then up to quintuple (5x) the amount of spell casting power. Zagan has following Demon/Warlock spells prepared:
Cantrips (at will): Acid Splash, Chill Touch, Fire Bolt, Mending, Poison Spray, Thaumaturgy 

9th level spells: Burning Hands, Detect Magic, Disguise Self, False Life, Find Familiar, Hellish Rebuke, Jump, Magic Missile, Protection from Good and Evil, Darkness

Ghanzeth Attributes: able to make things rot at will, flame control, power over disease, power to control swarms (the 264 horned devils), power to detect magic and intercept telepathy, power to cast storms.

Demonic Traits: move objects, create hallucinations, manipulate people, spread lies about God (DM or other deity), lies about God's work, and lies about God's people.

Actions

Multiattack. Cast 5 9th level spells, and can cast cantrips at any time, and make 60 attacks with the dual shadow axes.

Shadow Axes. Melee Weapon Attack: +10 to hit, reach 20 ft., any target. Hit: slashing/bludgeoning damage. Can attack 60x.

Frighten. Each subject of Zagan's choice that is within 120 feet of him and are aware of him must succeed on a DC 18 Wisdom saving throw or become frightened for 1 minute.  The subject can repeat the saving throw at the end of each of its turns, ending the effect itself with a success. If the subject's saving throw is successful, the subject is immune to Zagan's Frighten for the next 6 hours.

Inflict Mental Disease. The victim must succeed a DC13 Constitution roll. On a failed save, roll 1d10 and choose from the following to bestow to the unlucky player:

  1. Alcohol Hallucinosis

  3. Narcolepsy
  4. Cocaine Intoxication

  8. Removal of 1 eye
  9. Scratch marks

Legendary Actions

Blood to Wine (no action cost): Roll 1d20, DC 13; turns blood into wine.

Wine to Blood (no action cost): Roll 1d20, DC 13; turns wine into blood.

Blood to Oil (no action cost): Roll 1d20, DC 13; turns blood into oil.

Oil to Blood (no action cost): Roll 1d20, DC 13; turns oil into blood.

Possession (costs 1 turn): The victim must make a Wisdom saving throw, DC 13. Upon a failed save, Zagan enters the victims body at will and can control the victim for up to 6 turns. Upon a successful save, the victim must make a Constitution saving throw, DC 13. On the Constitution saving throw's failed save, the victim is given a mental disease chosen by Zagan or DM (If someone is acting as Zagan, roll 1d100, 49 and below, Dm gets to choose, 50+ and Zagan chooses).  Upon a successful saving throw, the victim does not suffer from the possession, and repels Zagan from their body for 1d6 (+Wisdom saving throw) turns.

Description

Zagan is a Great King and President of Hell, commanding over thirty-three legions of demons. He makes men witty; he can also turn wine into water, water into wine, and blood into wine (according to Pseudomonarchia Daemonum blood into oil, oil into blood, and a fool into a wise man). Other of his powers is that of turning metals into coins that are made with that metal (i.e., gold into a gold coin, copper into a copper coin, etc.). Zagan is depicted as a griffin-winged bull that turns into a man after a while.    *credit to Wikipedia

Lair and Lair Actions

Zeno's most dirty trick was encasing this demon within the teifling's arm.  After being slaved under the name "Drake", Zagan grew hungry for more demonic power, wanting the onslaught of the devil's grunts; adding to the vast power of his own.

After being power deprived for years, Zagan had had enough with Kaji's negligence; grabbing for an axe and swinging at his main counterpart as much as he could before he threatened the lives of Kaji's adventuring party.  Reluctantly, Kaji agreed to cutting off his arm, releasing Zagan after Kaji was drained of demonic power.  

Now, Zagan is rampant with bloodlust and evils untold, wreaking havoc on Kaji and his party until death do them part.
