Traits
Sovereign’s Gaze. Creatures that start their turn within 30 feet of Xaeloria must succeed on a DC 19 Wisdom saving throw or have disadvantage on attack rolls and saving throws until the start of their next turn as her gaze fractures their resolve.
Eternal Dominion. Xaeloria is immune to being charmed or frightened. When she is reduced to 0 hit points, she transforms into a swirl of obsidian fragments and reforms at full hit points in 1d4 rounds unless a creature uses an action to destroy every shard within 5 feet of her.
Shatter Will. Whenever a creature within 60 feet fails a saving throw against Xaeloria’s effects, she can force them to immediately repeat the save with disadvantage or be incapacitated until the end of their next turn.
Spellcasting. Xaeloria’s innate spellcasting ability is Charisma (spell save DC 19). She can innately cast the following spells, requiring no material components:

3/day: - Fear (6th level), Dominate Monster
1/day: - Meteor Swarm, Demiplane
Actions
Multiattack. Xaeloria makes three attacks: two with her Obsidian Talons and one with her Dominion Wave.
Obsidian Talons. Melee Weapon Attack: +12 to hit, reach 10 ft., one target. Hit: 18 (2d10 + 7) slashing damage plus 14 (4d6) cold damage as the talons leech warmth from the wound.
Dominion Wave. Recharge 5–6. Xaeloria unleashes a rippling pulse of demonic force in a 60-foot cone (DC 19 Constitution save). A target takes 45 (10d8) force damage on a failed save, or half as much on a success, and is pushed 20 feet away and knocked prone.
Creeping Despair. Ranged Spell Attack: +12 to hit, range 90 ft., one creature. Hit: The target is wracked by visions of torment, taking 33 (6d8 + 5) psychic damage and must succeed on a DC 19 Wisdom saving throw or be stunned until the end of its next turn.
Bonus Actions
Command of Legions. Xaeloria summons 2d4 dretches or 1d4 glabrezus to emerge from the ground in unoccupied spaces within 60 feet. They are hostile to all except Xaeloria and remain for 1 minute or until destroyed
Legendary Actions
Wing Buffet. Xaeloria beats her shadowed wings. Each creature within 15 feet must succeed on a DC 19 Dexterity saving throw or take 14 (2d6 + 7) bludgeoning damage and be knocked prone.
Relic’s Whisper. Xaeloria targets one creature she can see within 60 feet. The target must succeed on a DC 19 Intelligence saving throw or be stunned until the end of its next turn as eldritch whispers invade its mind.
Abyssal Command. Xaeloria issues a word of power. One summoned or conjured creature within 120 feet obeys her instantaneously, regardless of previous orders, moving up to its speed and using its reaction if available.
Shifting Shadowstep. Xaeloria teleports up to 60 feet to an unoccupied space she can see, leaving behind a burst of siphoning darkness that drains 10 (3d6) necrotic damage from creatures within 5 feet of her departure point.

Shrouded in flickering shadows, Xaeloria stands upon a throne of shattered black quartz, her obsidian crown bleeding tendrils of otherworldly mist. Her form is lithe yet commanding, clothed in robes that shift like living void. Every step she takes echoes with the lament of fallen souls, and her eyes burn with the cold fire of starless night. With a whisper she bends reality, and with a gesture she commands legions of despair to her will.
Lore: Xaeloria rose from the shattered echoes of a realm sundered by celestial wars, where the boundary between hope and oblivion collapsed. Crowned by the despair of fallen deities, she claimed the obsidian throne at the heart of the Abyss, forging an empire of damned souls and fractured realities. Legends say her laughter can cleave minds and her decree reshapes entire battlefields. Some mortals worship her as a pathway to terrible power; others fear even speaking her name will summon her attention.
