Legendary Resistance (3/Day). If the Zburator fails a saving throw, it can choose to succeed instead.

Shadow Stealth. While in dim light or darkness, the Zburator can take the Hide action as a bonus action.

Actions

Multiattack. The Zburator can use its Frightful Presence. It then makes four attacks: two with its bite, two with its claws; or depending on availability, one with its bite, two with its claws, and one with its fire breath.

Frightful Presence. Each creature of the Zburator's choice within 120 feet of it and aware of it must succeed on a DC 23 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, with disadvantage if the Zburator is within line of sight, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the Zburator's Frightful Presence for the next 24 hours.

Bite. Melee Weapon Attack: +14 to hit, reach 5 ft., 1 target. Hit: 18 (2d8 + 9) piercing damage.

Claw. Melee Weapon Attack: +14 to hit, reach 10 ft., 1 target. Hit: 20 (2d10 + 9)

Fire Breath (Recharge 4–6). The Zburator exhales fire in a 60-foot cone. Each creature in that area must make a DC 23 Dexterity saving throw, taking 63 (18d6) fire damage on a failed save, or half as much damage on a successful one.

Reactions

Side-Step. When a creature makes an melee weapon attack toward the Zburator, it may use its reaction to move to an adjacent free space, ultimately causing the attack to miss. This reaction may be used after an attack is declared as a success, but must be used before damage is rolled.

Legendary Actions

The Zburator can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The Zburator regains spent legendary actions at the start of its turn.

Attack. The Zburator may make one claw attack or bite attack.

Move. The Zburator may use its land movement speed to move to another space, or up to half of its fly speed.

Pounce (Costs 2 Actions). The Zburator hunts its prey. The Zburator moves up to its land movement speed to attack a creature within range. The Zburator must attempt to grapple the creature using this action, immediately followed by a bite if successful.
