Magic Resistance. Zaproughly has advantage on saving throws against spells and other magical effects.

Zaproughly Zaps Roughly. Zaproughly adds +18 lightning damage to any spell he casts that deals damage.

Zaproughly Zaps Thoroughly. As a bonus action Zaproughly can remove a creatures resistance to lighting damage for one hour by cursing them. Nothing can remove the curse but a greater restoration spell.

Zaproughly's Zapformation. When Zaproughly is reduced to 40 hit points he gains 80 hit points and reverts into his true form. In his trueform he is less likely to speak or negotiate and his ac is increased to 20.

Spellcasting.  Zaproughly is a 20th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 24, +16 to hit with spell attacks). Zaproughly can cast  Lightning Bolt at will and has the following wizard spells prepared:

Cantrips (at will): fire bolt, light, mage hand, prestidigitation, shocking grasp

1st level (5 slots): detect magic, shield, mage armor, chromatic orb

2nd level (5 slots): detect thoughts, mirror image, misty step

Zaproughly's Dagger. Melee or Ranged Weapon Attack: +9 to hit, reach 5 ft. or range 20/60 ft., one target. Hit: 2(1d4) piercing damage and 20 (6d6) lightning damage. The user of the dagger has a 50%  chance of dealing 8d6 lightning damage to themselves. 

 

Legendary Actions

Zaproughly can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Zaproughly regains spent legendary actions at the start of his turn.

Zaproughly's Classic Zap. Zaproughly casts the Ligtning Bolt spell.

Zaproughly Casts a Spell (Costs 2 Actions). Zaproughly casts a spell of 5th level or lower.

Zaproughly's Rough Zap (Costs 3 Actions). Zaproughly emits a truly divine bolt of lightning. Each creature of his choice in he can see within 60ft must make a DC 24 Dexterity saving throw, taking 40 (8d6+18) lightning damage plus 14 (4d6) necrotic damage damage on a failed save, or half as much damage on a successful one. 

Description

Zaproughly is a powerful spellcasting mage. He is working on a lot of spells  and artefacts mainly things that deal lightning damage. Zaproughly appears to be a standard regal seeming wizard but is actually an ancient barely human man with nothing but magic keeping him alive. In his disguised form he is a tall elderly man with blue robes and the most wizardy hat going. In his true form he is a short paper thin ancient naked man covered in ugly runes with eyes made out of blue light. Zaproughly's tower is filled with wards traps and flying swords. He loves saying his name and says aloud the name of the action he takes if it contains his name or deals lightning damage. He thinks he is very charismatic and is not inclined to fight unless his research is interrupted. 

Lair and Lair Actions

If in Zaproughly's Tower all creatures except for zap have Vulnerability against lightning damage. People who have resistance to lightning damage have their resistance removed and those with immunity now have resistance.
