The spell's damage increases by 1d8 when you reach 5th level (2d8), 11th level (3d8), and 17th level (4d8).

A guy in one of my friend’s campaign was playing as a overly charismatic gnomish warlock and he used this spell to kill 1000 people.

How in the world...?
This spell is of course the go-to combat cantrip for clerics, and yet it is not tagged as a <c> combat spell in my D+D Beyond character sheet, nor does it show up on my list of combat actions. Weird, since it's the most single common combat action I used as a lvl 1 cleric.
Is this a bug/oversight?
The list of Actions under the Actions tab only shows spells that have an attack roll. Since this is a Dex Save, it doesn't show up. This is also why Fireball (dex save) and Magic Missile (automatic hit) don't show up despite being two of the most well known spells in the history of the game.
Warlocks with celestial patrons get this spell for free. No count against known cantrips.
How does this spell work underwater?
it's flame like radiance, not actual fire so it works perfectly.
Oh thank you. I have a cleric in my new campaign and there will be a moment or two of underwater fighting.

So, my question is, do you as the cleric need to make an attack roll to hit?
No, the enemy just need to do a dex save against your spell dc, if it fails it takes damage. If it succeed it takes no damage.
