You unleash a string of insults laced with subtle enchantments at a creature you can see within range. If the target can hear you (though it need not understand you), it must succeed on a Wisdom saving throw or take 1d4 psychic damage and have disadvantage on the next attack roll it makes before the end of its next turn.
This spell's damage increases by 1d4 when you reach 5th level (2d4), 11th level (3d4), and 17th level (4d4).

I am wondering where the Attack/Save math is. Is it just a flat number or is this based off of your character? I have a Bard with 16 Wis and the saving throw is 10 Wis. Just wondering how this number came to be.
Since you're a Bard, your spellcasting ability will be Charisma
If you look under the spellcasting section of the Bard class, your spell save DC is 8 + proficiency + Cha
I assume you accidentally gave yourself 8 Cha
Favorite thing to do, as a Sorcerer that took a one level dip into Bard for versatility, is to use quickened spell metamagic to bonus action a regular spell, and then taunt the target(s) of that spell with vicious mockery as the main action. Usually good for some chuckles at the table. :)

Innately, no. Devil's Tongue Tieflings get it instead of infernal legacy. Pact of tome warlocks can get it. Otherwise, magic initiate feat or multi-class dip are only options so far as I know. Which, with the nature of Sorcerer/Warlock, taking a 1-3 level dip in Bard is a great synergy, anyway.

You certainly are a brave orc warrior. Brave for walking around in public with that outfit. Who dressed you? A gibbering mouther?
The DC is always 8+your spellcasting ability modifier+your proficiency bonus. As a bard, your spellcasting ability is charisma. So, for you, it would be 8+CHA modifier+your proficiency bonus.
So my Character stats: Str 12, Dex 16, Con 12, Int 17, Wis 16, Cha 19. Most of my other abilities have a save of 14. I was just confused why this one is 10.

I love how the creature you use this on doesnt even have to be able to comprehend what a language or an insult ist...
You can literally insult a bear to death, it cant understand you, it has no idea you are even communicating with it and has no idea what an insult is... But hell, what you just said really hurt the bears feelings for some reason xD
