You draw the moisture from every creature in a 30-foot cube centered on a point you choose within range. Each creature in that area must make a Constitution saving throw. Constructs and undead aren’t affected, and plants and water elementals make this saving throw with disadvantage. A creature takes 12d8 necrotic damage on a failed save, or half as much damage on a successful one.
Nonmagical plants in the area that aren’t creatures, such as trees and shrubs, wither and die instantly.

Would this effect your allies?
@monrester I believe so, when it says every creature this means everything no matter what. There are spells which say x number creatures of your choice in this area in which case you could choose.

I believe a sorcerer could get around it some what with sorcerer points but your allies would still take half damage if i'm not mistaken.

They wouldn't be able to use it, half-casters only get spells up to 5th level and this is an 8th level spell

Why on earth does this effect fire elementals and other monsters that don't contain water?
It doesn't affect Fire Elementals, it specifically says Water Elementals. And there's really no way the 5e system can specify what creatures do and do not have Water in them. Especially when they have more expansions coming out every so often to add monsters.
No SoullessMonk, it does affect fire elementals: "Constructs and undead aren’t affected" it says nothing about fire elementals and they could have at least wrote something along the lines of; Constructs, undead and other creatures that the DM rules do not contain water (such as fire elementals).
Anyways they specifically mention one kind of elemental: "plants and water elementals make this saving throw with disadvantage" so it seems unlikely that they completely overlooked fire elementals when they wrote this spell.
