You conjure spirits from the Elemental Planes that flit around you in a 15-foot Emanation for the duration. Until the spell ends, any attack you make deals an extra 2d8 damage when you hit a creature in the Emanation. This damage is Acid, Cold, Fire, or Lightning (your choice when you make the attack).
In addition, the ground in the Emanation is Difficult Terrain for your enemies.
Using a Higher-Level Spell Slot. The damage increases by 1d8 for each spell slot level above 4.
A warlock cannot learn this spell without taking enough levels of druid ir wizard to get level 4 spells and there's no feat that allows you to take a level 4 spell from another class. I suppose you could multiclass but the combo would be a nightmare
This at 9th level deals 12d8 damage per attack that hits. If you combine this with scorching ray lvl 8 you deal 2d6+12d8 damage for each ray that hits for a maximum of 18d6+108d8 damage if all attacks hit that's an average of 550 damage. For context the Tarrasque has 676 hp.
They didn't this spell triggers on a attack magic missile isn't an attack since it has no attackroll.

Completely broken combat wise, but it ruins my favorite use of the old spell. To be able to summon an Azer to be my personal Blacksmith.
Now I'll have to plane shift and ask one in person.
The expendability would be fine if the trade off was no concentration required. Sign me up.
But Jim’s magic missile does
I feel like this spell should be renamed to something like "Conjure Area of Elements" as there are no elementals being summoned.
Also this should be changed to evocation since nothing is being summoned.
Every two levels, 1d8? I think 1d8 per level would be fine, it's just 2d8 per level that's broken.
Highly relevant to this spell is the definition of an “attack” from Chapter 1 of the PHB. If you are not following this structure, you are not making an attack, and do not trigger this spells damage The 50 year tradition of insisting on a clearly unintended broken reading and then complaining about it being broken not withstanding
Making an Attack
When you take the Attack action, you make an attack. Some other actions, Bonus Actions, and Reactions also let you make an attack. Whether you strike with a Melee weapon, fire a Ranged weapon, or make an attack roll as part of a spell, an attack has the following structure:
So, sadly... Magic Missile isn't an attack, but "Jim's Magic Missile" is! Just don't roll a "1," but it's probably best to just stick to Scorching Ray with this one. And Heyo, if you wanna take a 3 level dip into Thief Rogue you can cast Scorching Ray as an action then use a spell scroll to cast it again, all in the same turn, totally legal, but shhhhhh don't tell anyone, it can be our little secret...

There seems to be some confusion here. Attack means any type of attack and that includes melee attacks, ranged attacks, melee spell attacks, and ranged spell attacks. These attacks can be part of the attack action, the magic action, or the bonus action (for example with the light property or dual wielder). If it meant "attacks made as part of the attack action", it would state it as such as it does in other places. So, this can be used with spells like Eldritch Blast or Scorching Ray because these spells make attacks.
I'm not sure whether it would work with Magic Missile as Magic Missile technically doesn't make an attack. It just strikes the target and causes damage. Under Attack/Save, the spell lists "none". It would work, though, with Scorching Ray, Eldritch Blast, or Jim's gluten-free version.
And quite frankly, we don't know yet what HP monsters will have until February when the new MM comes out. Sure, if we compare this 2024 spell with the 2014 monster stats, combining a level 9 version of CME with a level 8 version of SR can result in 18d6 + 108d8 which can kill an ancient dragon in one turn. But we are also talking about a group of level 20 adventurers and per the DMG, a single Ancient Dragon would not be considered a deadly encounter for a group of 3+ characters of that level. And a Tarrasque that would be considered that would be unaffected by Scorching Ray.

Yes, and as it says there: "Some other actions, Bonus Actions, and Reactions also let you make an attack." One such action would be the magic action with which you make a melee spell attack or a ranged spell attack like Scorching Ray or Eldritch Blast. Spell attacks are still attacks.
A Magic Missile is not an attack
The most harmful thing a spell like this does isn't how flagrantly broken it is. It erodes confidence in the game and it's designers. Anyone can look at this and immediately recognize it's OP to the point of not just being minmaxer bait but actively disruptive to play. So why can't WOTC?
not only is the damage busted on this, this takes so much of an L on flavor compared to the legacy conjure minor elementals. But Ao forbid conjurers actually summon creatures this edition, i guess.
