I will plan on multiclassing into rogue later probably, but for now i'm diving deep into this class that i only learned about like last week and i love very very much.
So far my spell list is thus:
Cantrips: Prestidgitation Vicious Mockery
1st: Dissonant Whispers Charm Person Bane Healing Word (can't let myself get too hurt) Tasha's Laughter
2nd: Phantasmal Force
I'm really diving into the theme of messing with people, the DM knows i'm going to be more evil than good, and will do some pretty nasty things like using the whispers fear inducing ability coupled with an arcane mark from presty to gaslight some NPCs into developing a fear reaction whenever they see that mark. I figure this could be used many ways, like say overthrowing a local government, causing trouble in an orc camp, adding some extra fear into a mine/cavern area with whatever bad guys are in there.
I'm not fully sold on those spells just yet, so i'm open to some change on them. I still want to keep with the whole theme of messing with large populations, so i'm thinking maybe some illusion spells. I also want to help the party, and i figure debuffing instead of buffing is just as helpful.
Those are all solid spell choices. I think I would prefer to drop one of your first level spells to pick up a second choice for your second level spells.
If your party has a cleric or another PC that plans to do the buffing, then I think handing out the debuffs is a good focus, especially when you want to play a "nasty" character, and a Whispers Bard is definately the "nasty" kind.
I would recommend that you select the spells you want at level 5 and then see what spells you will take at level 3 to support that path.
One of the problems I have with many of the Bard's spells is that they are situational. Heat Metal requires enemies that are wearing metal armor or have a really buff metal weapon that you need to take away from them. Hold Person requires that you are fighting "persons." See invisibility requires that you are dealing with monsters that have invisibility and are not just hidden or beyond visual range. Invisibility only allows you to give invisibility to one character that blinks off as soon as they attack. Silence can be a double edged sword. There are a lot of spells that are neat if you have the right circumstances.

2nd level spells in general are pretty meh imo. There are a few decent choices, but most of them are not exciting picks.

I just took Bard 3 on my bard|warlock tonight. At your suggestion, I picked up Enthrall. I'm not certain how often I will use it, but it looks interesting enough to keep in my back pocket and is a solid fit for a Glamour bard.
EDIT: I realized that I made a mistake and dropped more spells than allowed. I had to cut one of my new spells, and had to drop enthrall since I won't be taking any additional bard levels. It was Enthrall, or Silence, and I expect a lot of combat vs spell casters, so....Silence had to stay.

So i've played this character twice now, and it's super fun. Dissonant whispers is such an OP spell.
I was going to multiclass into rogue to build up to assassin and get some pretty lethal opening strikes going, but i don't feel that's necessary now.
As for 2nd level spells, you're right, there aren't a huge range of great choices for the bard there, some solid level 3 ones though.

Enthrall is amazeballs for a Bard. Being able to distract an entire group of enemies while your party stealth kills them all is awesome.
