Hold on, you don’t need to do any of that. A few things to check:
On the Home tab of the character builder, the toggle next to “Homebrew Content” needs to be on (red, to the right).
You apparently made that cloak based off of studded leather. Wizards and sorcerers are not proficient with any armor, so on the character sheet, when you click “manage inventory” if the little box next the “Proficient” is checked, it will only display stuff the character can actually use. ( I know you only used that as a base, and it isn’t supposed to really be armor, but the computer don’t know that.) So when they finally add programming for the rule that Armor messes with Spellcasting when not proficient, that’s gonna go haywire on ya.

Cloak of the Inferno
Armor (studded leather) Wondrous Item, uncommon legendary (requires attunement by a Must be attuned by a Cleric, Sorcerer, or Wizard) A wondrous item solves the proficiency problem, (and the thing about the leather 👇); something this powerful and unique is way more than uncommon (it’s one of a kind and made by dragons); the system puts in the “requires attunement by a” part so you can just list the classes. (How come not Warlocks, Bards, etc? Just curious.)
A red cloak that smells faintly of ash and brimstone, it was bathed in fire by red dragons and made from the finest silks. It has been passed down through their bloodline for generations, and now falls to you. (Moved it all together and took the liberty of interpreting your note to embellish your flavor text, I hope I guessed right. PS- Metal is “Forged,” not silk. So I changed the verb for you too.
This magic cloak may be used to cast the Infernal Passage spell that allows the user to teleport anywhere within 60 ft, 5 times per long rest. The cloak also gives a +2 modifier to all fire-based attacks.
I’m assuming you picked leather armor so it would have a bonus to AC, and so a cleric couldn’t wear both this and armor at the same time. If that’s correct then yay! if not then I’m sorry for the confusion and you can just ignore that part.
While you are not wearing armor you have a +3 bonus to your armor class when wearing this magic cloak. ^1
Whenever you make an attack that deals fire damage you gain a +2 bonus to the attack roll. ^2
In addition, this magic cloak comes with 5 charges. While wearing this cloak, you can expend 1 charge as an action to cast the Infernal Passage spell. The cloak regains all expended charges daily at dawn. ^3
Made from tough but flexible leather, studded leather is reinforced with close-set rivets or spikes. ( 👈 This part about the leather.)
And you won’t need that part anymore then. 👇
Notes: (Please ignore the part it being made from leather, i don't know how to remove that and the cloak is made from enchanted fire-resistant silk. Thanks), Must be attuned by a Sorcerer, Wizard or Cleric, Movement, Combat, Control, Warding (The bonus to AC is “warding.” The spell let’s you take an unwilling creature, that’s “control.”^3)
^2 I don’t think that’s something you can automate, your going to have to add 2 to all your fire attacks yourself.
^3 In the item you wrote 60 ft, but that spell says 40 feet. I don’t know if that was on purpose or not, if so you would just need to add the part about the additional range. (But I gotta tell you, that spell is waaayy more powerful than 2nd level. You based it off of Misty Step, but that would be more like Dimension Door, and even at 60 feet of range that would still probably be around 4thish level (3rd-6th) hard to tell without testing.)
