I have spent a few hours making a psychic race which should have access to mage hand, shield and dissonant whispers as race spells, however whenever i add a 3rd spell (no matter which spell i have tried many of them) it tells me that i am either using licensed or homebrew content which i am not as all 3 of the base spells are apart of the players handbook. I'm wondering is there something i'm missing or is their a spell limit you are allowed to have that i don't know about?
I know that but it's whenever i add a 3rd spell. I started troubleshooting and gave it mage armour, mage hand and shield. The most basic of wizard spells and it wouldn't let me, it also didn't let me use a combination of mage armour, mage hand, shield, fireball, firebolt, chromatic, and magic missile. None of these combinations in a group of 3 succeeded but each of them in a cluster of 2 worked (I.E mage armour and fireball, firebolt and magic missile ect.)
Chromatic orb is in the PHB, but not part of the Basic Rules, so that spell will always prevent publication. The other spells you listed (fire bolt, fireball, mage armor, [Tooltip Not Found] & shield) should all be okay. Were there any other spells that you tried that you didn’t list here? If so, please list them as some of those might be nonstarters like chromatic orb.
Whenever you have finished editing something on your homebrew you MUST re-save the entire project using the main [SAVE CHANGES] button under Basic Information. The system only rechecks those compliances when that button is clicked.
You don’t need to publish your homebrews at all. You and everyone the same DDB campaigns with you already automatically have access to every homebrew in your collection, as well as every homebrew in their collections. Publishing is only so that absolute perfect strangers can use it, and I hat to say this but with the sheer number of published homebrews on DDB, the odds of anyone actually finding and using your ‘brews is slim. That problem is compounded by the fact that most of those published homebrews are poorly conceived, poorly written, and poorly/improperly programmed & set up, so either they don’t really work very well at the table, or they don’t work properly in the system, and therefore many fewer site users actually peruse the published homebrews than otherwise would. Don’t rush to publish. Take at least a few months to thoroughly playtest, adjust, proofread, and edit your homebrews before publishing them. That way when people do discover them they are examples of the good homebrew on the site and will possibly encourage others to consider the published homebrew section of the site.
Thank you, i also tried dissonant whispers, mind spike, hypnotic pattern, tasha's mind whip (i didn't think this one would work but i tried it anyway), hold person, lightning bolt, vicious mockery and Abi-Dalzim's Horrid Wilting (I know it is a high level spell but it was at the top of the list to click on and at that point i was getting annoyed and was just trying any spell that came into my mind so i understand that shouldn't be in a race)
I didn't know i needed to resave the entire thing however i had been doing it out of fear that something might break so thank you for telling me and confirming what i thought.
I don't really care about other people finding my homebrew and do understand that your not doing it to be mean. The issue is i run a group on discord and when i was trying to send the page over it told me i needed to publish it so people could see it. I may have been quick to remove the issue and publish it since my game is running tomorrow and the homebrew race 2 players wanted to play. It was a bit annoying but i understand. I have tried to read over things and take time. Thank you for being so helpful even if this issue is something i haven't noticed or

If those folks are in the same DDB campaign with you, then you can send them the links and they will be able to view your ‘brews as if they had been published without actually having to do so. No subscriptions or content sharing required.
