I've read other people's fix "refresh" and it will fix it. Don't go to spell page before leveling up. I have done these things. None of these works. I remove Cure Wounds, put it back, Refresh. Still can only cast at level one. I should be able to cast it at level 1, 2 or 3.
Confused about the exact problem you are having. Linking character sheets are good ideas because then mods can look and see what might be happening.
But check the first page in the character builder and make sure you have the show upcast spells on. Also remember that spell levels available are connected to the class chosen. so make sure you have higher level spell slots available at said level

Same time, range, hit/DC, effect and notes. So if you click the 1d10 to roll it just rolls that and you have to open the spell description to see that the failed dexterity save damage changed from 2d6 to 4d6.
It would be nice if this there was a second button for things like the explosive side effect of spells like this.

Yeah, that's more an issue with DDB not (yet?) having a button for doing secondary damage rolls. Or a dropdown to choose which type of damage to cause, e.g. in the case of Chromatic Orb. But other spells that change their primary effects on upcast do show the difference in their rolls and in-line description.

Probably need to go to your HOME | Preferences and toggle Show Level-Scaled Spells to ON (red/right).
