it would be nice if "fixed Value" could be a negative whole number though. I have a couple things I cannot home-brew because of that. And it would be swell if d3 was added to the list of available die types since there are actually official things that refer to d3 such as magic item charges. Currently there is no way to make anything like that for the dice roller to use.
That depends. In general it does one of three things:
Adds that integer to whatever it is the modifier is doing.
Nothing whatsoever.

What if I wanted to add a Deflect Melee to a monk subclass homebrew? What would my fixed value for that be? I have the feature built out to use a d10, just like Deflect Missiles, but cannot seem to figure out how to have it also add DEX mod and Monk level.

You wouldn’t use a Modifier for that, you would need to create a Weapon Action. When you do, designate Dexterity as the Ability score the Action uses. That will automatically add the Dex to the roll. To add the Monk level to the roll, you would need to enter whatever level the feature is gained in the “Level” field, and add the same number to the Fixed Value field and [SAVE]. Then you would have to start adding Higher Level Scaling entries to that Action, one for every level above that lowest one where the feature is granted, and make the Fixed Value for each match the level. But you also have to enter the same 1d10 for every one of them too.

Fixed value is a whole, numerical value only. I don't believe you can change the damage type of unarmed strikes through items.
