As the title implies, I'm seeking opinions about what ability scores to favor after Wisdom on my Tempest Cleric. We are playing Rime of the Frostmaiden. 'm playing a half-elf, and we are using Standard Array. We are level 3.
Right now my spread is:
STR - 16 DEX - 12 CON - 14 WIS - 16 INT - 8 CHA - 10
I have the +3 in WIS. Should I start with my other +3 in Strength or Constitution? I have never played a cleric, let alone one that lends itself to melee, so I don't know how valuable Strength will actually be.
I wouldn't worry about your other stats. Between maxing out wisdom and picking up resilient (con) and war caster to shore up your concentration saves (which I could not recommend enough) you'll probably be done with the campaign before increasing another stat even feels like an option.
Oh I gotcha. Yeah I should learn to read lol. Well, if you're going to wear heavy armor then you need to have at least 15 strength. A 16 strength means you will also be completely fine when it comes to smacking something with a weapon. It won't be exciting, but it will be usable. Cantrips will outpace weapon attacks by level 5, but that 16 strength will still be fueling your armor needs.
Ah true, wasn’t considering heavy armor needs. That sort of settles it then.

You can change leveled spells at the end of a long rest, so the only ones you need to choose and stick with are cantrips. For those, take guidance, one attack cantrip (usually sacred flame or toll the dead), for the third one light if you need it. If not thaumaturgy is super fun, and mending can be very useful.
I would also consider taking both sacred flame and toll the dead though this is less important for a "divine strike" cleric than a potent spellcasting one. If your take toll the dead you need an option for creatures resistant or immune to necrotic as so many monsters are, it is also nice to have an alternative for high was creatures. If you are getting into melee however your sword is that alternative.
Optimising damage you probably want to primarily use you sword at level 1 to 4 switch to cantrips for 5 to 7 back to your sword for 8 to 10 and then back to cantrips. That seems odd from a role play perspective so you can choose either.
Back to your original question , if you are going primarily use cantrips you should consider 15 in both strength and con. You then have enough strength for plate and take resistant con at level 4 to help with your con saves.
