I don't know if this has been solved, but it happens for me once in a while. Usually if I clear my site cookies and reload the site it all shows up. Hope this helps.
Sounds like a chrome issue - I had it happen to me on a different site a while back.
I was able to resolve by clearing the browser cache.
Note - when using Chrome, it's possible to just clear cache for the current site:
Activate "dev tool" with ctrl+shift+i or F12
Right-click on the reload button (usually to the left of the address bar - looks like a circular arrow).
Choose "empty cache and hard reload" from the context menu that appears from right-clicking.
Didn't really expect this thread to gain any traction passed this. Sadly, this method didn't work at all, and displayed the same error message that everyone else here experienced. "Error 400". I also noticed it affect the images of official monsters and magic items with no way of reversing it while using Chrome.
Thank you for the suggestion though in a means to try and fix it.

Well, what logs or data do you need to narrow it down? For me it is occurring right now, and I am sure saying "open the browser" doesn't really help you much.
am not sure if this helps but now even the some of the D&D Beyond pictures aren't coming in, especially from later books and and some of sub backgrounds.

I have been playing RPG's and especially D&D since 1st ed AD&D and D&D Basic. Since those early years I have played a good number of more popular games. I enjoy playing with groups and DM/GM groups that are from diverse backgrounds. I feel any and everyone brings something special and wonderful to a gaming table. I tend to play more magic users though with 5ed I do have ideas for classes I normally would play. My favorites in the past are Wizards/mage, Rangers and Druids.

Well...its happening now, and clearing the cache does nothing. So unfortunately, I can't tell you how I got here. So are there any OTHER diagnostics that would help?
To reproduce this is to use the site continually, until the cookie size increases past the server's limit. Depending on the browser and how hard of a flush you do, will temporarily address the issue. In my case, (Edge) this step finally worked for me to clear up the problem.
Reset Microsoft Edge in Settings>Apps>Apps and Feature, scroll down to Microsoft Edge, highlight it, choose Advanced Options, then Repair, or if that fails, Reset.
Since I rarely use Chrome, my chrome cookies are much smaller, which is why it hasn't occured...Yet.
And this isolates the problem; the cookies being passed back to the server are too large for the server to handle. It appears that as time goes on using the site, the cookies being passed are getting getting larger and larger. The normal limit on browsers is about 4k but it can be extended and per RFC for particular site function can/will be ignored. But server configurations also have limits on the header size, and this is the problem that the folks here are seeing. These are settings that can be changed.
Internet Information Services (WS2016) - 16kB per header
These limits can be further configured to support a header of up to 16MB each. Configuration instructions can be found here.
Nginx - 8kB altogether

I have been having it happen on both the Character page as well as on character sheet. This is only happening on desk/laptop version of Chrome. This doesn't happen on the Mobile version or in the D&D Beyond app. The desktop version of Chrome I am running is Version 91.0.4472.114 (Official Build) (64-bit). I have cleaned the Cache and everything like that a few times. Also I have noted it is not just character portraits but it is any picture I load up, from new magical items to new race and subclass pictures as well. Farther more it is not loading pictures from D&D beyond content as well. Mostly from either the subscribers new backgrounds and new pictures of magical items from Tasha's and new Pictures from Ravenloft book.
again these all show fine in the chrome mobile able on my iPhone and iPad just fine.

I had the same problem with portrait pictures vanishing. Opening an In Private window allowed me to see them all just fine, but the normal version of Edge still couldn't see them. I deleted all cookies, logged in again, and they still were not there, but I was able to upload them again and fix it. For now.
Now, I have pictures, but the character sheet no longer responds to clicks. If I load an In Private window I am able to click the boxes and the dice roll.
On a hunch, I decided to see if this issue is affecting my work computer at the office. I hardly use this computer to access dndbeyond as most of the day I use it for work. Same issue:

I am not on a VPN. I do not have any dndbeyond extensions loaded. I can reproduce this if I have disabled all Chrome extensions. This is the same profile synced with my home computer. But what why should that matter?

That suggest your browser has cached a bad version of the site, which can happen for a multitude of reasons. You seem to be on chrome so try the following:
Log out
Hard refresh (Ctrl + Shift + R)
Close all browser windows
Reopen browser
Log back in
This should clear the bad cache of the site and download it afresh

I just tried your recommendation again. No change. I'm still getting the 400 errors when logged into my account.
dndbeyond.com shows up correctly in a normal browser instance if I am not logged in.

The only fix I've found is in Settings, Clear Browsing Data, Advanced, Cached images and files, Clear Data.
