That would make sense if said selectable wasnt then available to be made on an item from scratch. Why do it for one homebrew area and not the other, there really is no logic behind it. Nor are there any races that give a fixed value for an ability score. This is why I put this up here for the mods/devs to see if it is an issue/bug on the racial side that hasnt come up before, or something that is in the plans to be corrected.
I do know there is another way around it, but I'm hoping not to go that route because it means messing with multiple bonus lines.

The race is a homebrew race which has a beastial form which therefore has a fix ability score... and no, using the present beastial information of such cant be used since, again, its a homebrew race, not a beast. Now, I'm not here to be discussing how this is being made up. I'm here to find out if its a bug or intentional.
Also, as I pointed out, it can be gotten around and put as a fixed value by other means, but that requires a lot of messing around with the Bonus Modifier
PS: And with such a limitation in place I may just have to go and homebrew an item for it all
Ahhh... so sort of like a Druid's Wildshape? Then yeah, the thing to do would be to make a magic item that acts as a "toggle" for the Beast Form, so that the character can equip it to set the ability scores, if it's not an always-on thing.
The fixed ability score modifier not being available to races isn't a bug per se, but for some time DDB was limited by WotC to only implement what modifiers were needed for official material.
Yeah, unfortunately the issue is that the homebrewer isn’t a homebrewed. So it isn’t really designed for Homebrewing. It’s the official content creator and we just have limited access to it. It is only designed to do what the official stuff needs it to do. Nothing official does that except for some magic items. It shows in the dropdown for everything because hiding those modifiers & subtypes that don’t work on any particular type of content probably requires more time/effort/money than it’s worth. It was designed by the Devs for, well, the Devs. They have charts and stuff they can look at to help figure this stuff out, and if they need to go in and flip the switches to activate a Mod/Sub for a different type of content they can. The modifier has to show because they needed it for the AC subtype for Tortles, and the rest of the subtypes are just in the dropdown.
I know they’re busting tail to fix everything that they have been collecting for a few years. They needed to do 2-3 major overhauls and some other hardware/software upgrades and that took a looonng time. Now, like I said, they’re playing catch up on everything. And WotC just walloped them with a big pile of stuff, and announcements of more piles on the horizon than ever before. Soooo… the “homebrewer overhaul” that they really want to do but have to prioritize lower than they would like to is probably getting pushed again is my guess. (I was hoping ‘23, but now it might be longer. 🤷♂️ I don’t work here, I just live here.)
PS- Temporary, toggleable, modal, (whatever) effects are not currently supported and kinda gotta be hacked a bit at the moment. But the easiest way to do this might be as a Monster statblock like Wildshape uses. I don’t know your design, so I can’t say for sure, but it might be a better solution. 🤷♂️

Okay, I've tried everything to try and get that working in the race side of homebrew, before anyone asks.

Which is from 2019, yes I know its for an item, but I do know items work but this needs to be on the racial side when making the char. However that didnt even work either.
