Hello all and sorry for another content sharing thread, but I have tried the steps suggested in previous threads I have seen and not resolved my issue.
I have purchased the Player's Handbook, Xanathar's Guide to Everything, and Tasha's Cauldron of Everything, along with receiving Lost Mine of Phandelver, The Vecna Dossier, and the One D&D Playtest. I am a Master Tier subscriber and can enable all of those options when I set up a new campaign. What I cannot enable are all of my bundles from the following sources:
Dungeon Master's Guide - Class Bundle
Eberron: Rising from the Last War - Race Bundle
Explorer's Guide to Wildemount - Class Bundle
Fizban's Treasury of Dragons - Class, Subrace, and Feat Bundles
Guildmasters' Guide to Ravnica - Class Bundle
Mythic Odysseys of Theros - Class and Background Bundles
One Grung Above - Race Bundle
Sword Coast Adventurer's Guide - Spell, Class, and Background Bundles
The Tortle Package - Race Bundle
The Wild Beyond the Witchlight - Race and Background Bundles
Van Richten's Guide to Ravenloft - Class, Race, and Background Bundles
Volo's Guide to Monsters - Race Bundle
I sync-ed my account entitlements about an hour ago, I have tried turning on and off the content sharing, and I have confirmed that it was not an issue of too many campaigns (I have created five as a Dungeon Master and am in another five as a Player).
Other than the One Grung Above, purchased on October 1, 2022, the other items were all purchased between December 23, 2021 and June 17, 2021, but I hadn't noticed since I was always in a campaign with other people who had much of the same content.
You don’t actually have to enable any specific content when you enable content sharing. All content owned by anyone in a DDB campaign is shared with everyone in the campaign as soon as content sharing is enabled. When you activate/deactivate specific books all you are doing is allowing/restricting players from reading the compendiums, all of the player options are still available to the players. Since those bundles only contain player options and not compendium access, there is nothing to restrict. All of those subclasses, races, and feats are being shared with your players, nothing can stop that once content sharing has been enabled.
I was actually alerted to this by one of my players who wanted to pick a Fizban's subrace, but was unable to, so I don't think it's being shared to my players
The Fizban's subrace is within the dragonborn main race, which has thrown some people off. You have to expand the dragonborn option in the character editor to see them all. Have them also check if they can see items from Fizban's in their character sheet.
My player tried again in the afternoon, after I'd sync-ed, and that ended up resolving the issue. Still a little frustrating that I'm going to have to sync every time I buy a new product, but them's the breaks, I suppose. It'd also be nice to be able to restrict content for campaigns that don't include certain options by design, but that's not a bug problem.
As an FYI with further research, it does work with 3 campaigns shared. It causes apparently random content restrictions with 5 campaigns shared, specifically races unavailable at character creation though they might become available to that same player with no additional changes later on, like it needs to 'populate' somehow. It appears that If Owlin is visible, they all are; if Owlin is not visible some or all of the other non-basic race content is also not visible. This might suggest that the issue is related specifically to Strixhaven content sharing, or it may be coincidental.
Harengon was said to be missing, one of the centaur versions, and plasmoid - I but once I dripped back to 3 shared campaigns, they all appeared as normal for the two players having issues in two different campaigns.

Or it should be, except it's not there. I keep having this problem too, bundles or just random content blocked from random books for random players.
Please see the content accessibility FAQ for helpful suggestions, probably in Section C: (https://www.dndbeyond.com/forums/d-d-beyond-general/bugs-support/142100-how-to-access-content-on-d-d-beyond-faq).

You shouldn’t have to re-sync that often, I think I’ve done it twice in all the time I’ve been using DDB.

What are the other races that don’t populate?
