I'm homebrewing a subclass and i want the player to be able to choose a new spell every other level (at level 2 it's one spell, at level 5 it's another etc) but whenever i add the spells with the setting "AVAILABLE AT CHARACTER LEVEL" at like 5 for example, i see all the spell choices all at once at level 2, why is this happening?
Wait so i can see the whole string of choose spells in the character builder even if the character is just level two? How do i make spells appear per level then? Why even have the available at character level feature if it doesn’t hide them in the character builder?
The available at character level thing is there to govern when things actually populate the character sheet, not the builder. If you don’t want them to populate the builder until higher levels you will have to add them as separate subclass features at those levels.
Is it really that big deal if the player can see them all in the builder right away? Does it really affect anything significant?

You’ll see them in the builder, but they shouldn’t actually affect the character sheet until the appropriate levels.
