Normally, when you are in a campaign, you get access to the DM's custom homebrew. This works. But there's another problem - the DM does not similarly get access to the PLAYER'S content!
I have custom content I'm trying to build and I want my DM's approval of it... but they can't see items that aren't published, even if I share links to them directly! This makes no sense.

The "Judge My Homebrew" thread, a place to share your homebrew and get comments on it from people before you publish!
I'm trying to make content. And this system they made, means that anything you make? Stays in your content FOREVER, once published, even if you say "remove from collection" it still clutters up your own listing and you can't even MANUALLY delete it or even put it into some "archive" spot where it won't bother you by cluttering up your list. This is TERRIBLE for those who make lots of custom content (like me and many others, possibly including yourself). So yeah, I don't want a million copies of the same thing... so I need my DM to be able to see and approve or disapprove of items BEFORE I publish... Yes, I can put it on my character and then my DM has to log in and look at my sheet and then find the item in question...
It'd be FAR EASIER if people in the same campaign could see your unpublished work when you shared a link DIRECTLY to them of the spell/item/race/etc.
Also, OTHER PLAYERS can see what is on your character sheet unless the entire sheet is "private". Sometimes that's not conducive to what is being made.

Perhaps not, as I only had to go on what you said, which was that your DM couldn't see your homebrew.
And they can; it's just clunky. As far as I know, it's exactly the same as how the players can see the DM's homebrew.
Is the homebrew system clunky AF? No argument there. But you're also operating somewhat outside its design, because in most games, the DM is the source of the homebrew.
Everything in the homebrew collection of every player in a campaign is shared with everyone else in that campaign - DM included.
Creations you have made but have removed from your collections will not be shared.
Published homebrew in your collection will be shared without others needing a subscription but homebrew you created and shared but removed from your collections will not be and the others would need a subscription to add it.

Made a crappy video to show that you don't have to be DM to share homebrew with other players or the DM. Even homebrew you made public can still be shared in campaign - no subscriptions required.

I've definitely had my homebrew as a player leak into other people's characters.
I suspect that they can only see it within that campaign, if they do the search from a character sheet.
You don't get what I mean.
