Is there a way to restrict the content sharing to the players in my campaign to be just the rules? It seems after I invited players to my campaign they can see the adventures including all the spoilers for the game they are in! Is this Working as Intended?
Yes, it is working as intended, at least for the time being. A workaround would be: enable sharing, let the players create/modify their characters and then disable sharing.
It's worth noting that staff have confirmed that they plan to implement a more granular sharing solution, that will allow you to share rulebooks with your players, without sharing adventure modules.
Since I have now spent ~$400 on a content and a subscription that I cannot possibly use, do we have any direction when this might be available?

I agree and have been asking my players not to read the modules. I kind of feel like if you have that big of a fear of players reading the modules then that's an issue that no tool is going to fix. Someone will always be Chevy Chase and go buy it, read it, and do what they want if they're that hellbent on doing so.
That said I do agree that this is something I want resolved. My fear is that I feel it's too easy for a player clicking around meaning only to learn more on the game to suddenly find themselves deep into the campaign material. That's what I really want to avoid with this. I'd love to restrict the Monster's Manual from them as well, but man at least being able to turn modules off in sharing seems like a no brainer.
We do not have specific timelines to offer on feature implementations or release. The staff have confirmed that it is an action item they are working on.

Don't get me wrong - there IS a need for a more granular sharing solution and you're correct, it's too easy for people to see something by accident.
Staff have confirmed that this will be possible, hopefully soon.

Yes, this was recently discussed on the development update for May 30th, 2019. You can check it out on D&D Beyond's Twitch channel. :)
You can also keep an eye on the feature road map to get an idea of what stage future features are in, or being thought of in.

You can turn off access to adventures. That’s been possible for a while now.
