Homebrew already allows for the creation of custom spells, items, and monsters. Why isn't there a homebrew option for creating custom races?
All a race needs is an image, a description of its common traits (e.g. language, size, alignment, etc.), a backstory, a habitat, and any common abilities or bonuses shared between its members.

On the subject of this thread - as Matthias says, homebrew races are planned and furthermore should be fairly soon in the scheme of things.
I believe it's the coding behind it. If you look at what goes into just creating a monster (or even something as simple as a magic item), you'll see just how many options and things need to be presented in order for you to fully flesh out what the race does.
That said, a lot of the work for creating a homebrew race has been already done if you look at the method of creating a homebrew monster. There's probably just some fine-tuning involved.
And that's if homebrew races are at the top of the looooooong list of things that need to be done. Remember, it's not as if homebrew races are the developer's #1 concern right now. They have A LOT of things that need to be done, so it's all about priorities.
The backend of the system which homebrew would be built in is a bit of a beast. When you create current homebrew (say a Magic Item), there is a number of modifiers or spells, etc. that you can add to the item's description to ensure that when you add it to a character, it calculates things like to hit/damage (for a weapon), or displays correctly on the sheet.
Races and Sub-Classes are similar in the way that the current homebrew options work, but with a million more fields and sub fields (okay, a million might be me exaggerating, but it is more complex than current homebrew). If you don't code the race's modifiers correctly then the ability score bonuses or the traits that you write in the description won't work. Certain sub-races have abilities that unlock at different levels, all of that needs to be individually added - and staff are still making sure that different modifiers and variations are built in to allow creativity of those homebrewers.
As soon as staff are ready to release homebrew races, it will be announced - trust me when I say that some parts of the system we really don't want to be rushed (especially don't want people to have to recreate homebrew from scratch if the backend system has to be radically changed).

Well, I don't think trying to maintain legacy should always be a priority. That way, we'd end up with Microsoft Windows instead of Mac OS X.

Oh, good. I was looking forward to making playable races based on the entire Monster Factory video series.
