DDB currently only supports and hosts only official WotC content
Beyond 20th level is official WotC content, as explained in the Dungeon Master's Guide.
I think he was commenting on the post above it about the DMsGuild Epic Character manual which is not official content.
On the adding epic boons in the last dev update they mentioned a boons system has moved up in priority. However, DM tools like the encounter builder, AL tools and some other items do still have priority as much more of the user base will use (and has been requesting) those tools. Whereas post lvl 20 content users much like spell point users are fewer. Like they have said they will do all the things eventually but they need to prioritise some things over others.

Oh whoa, I didn't see that post. I misread it or saw a different one. My mistake!!
I'm considering handing out Legendary Resistences and Actions, scaling up as they advance.
Lv 21, Legendary Resistance 1x/day
Lv 22: Legendary Action x1/turn (Use one of their already extant abilities for free on an enemy's turn)
Lv 23, Legendary Resistance 2x/day
Lv 24 Legendary Action x2/turn, ASI
and so on to a max of 5. A lv 30 PC should have as many legendary actions/resistances as a CR30 monster. Haven't considered any kind of balance with this, but it seems fairly innocuous, esp since the enemies available to fight at this level also have these kinds of resistances. A party of five lv24 adventurers facing six Ancient Red dragons or three Terrasques, or Tiamat and her Simulacrum will have a rough time of it pretty much no matter what..
The only way to get anything over level 20 is to use the Boons. Your GM may create boons as custom feats or, maybe even, create a custom feat specific to your character that gives the skills and abilities of the class and level you need. It's completely up to you and your GM though.

Adding the option to create Epic Boons would be pretty cool as well, actually. I'm only wishing I had a better grasp of figuring out Challenge Rating when designing monsters myself, I've barely started with anything beyond a variation (a vampiric wolf).
Using the encounter builder tool is really helpful for managing encounters for a party, showing the deadliness and the CR of the creature according to the party the encounter is designed for.
For example, use the builder to determine the CR you need for your party and, then, design a monster based off an existing monster of the CR you need to meet. That is one way.
Personally I feel it’s pretty odd to limit something like levels. Yes that's as far as the game books go, but D&D is a game where things are flux to the DM’s will.
At least having the option to remove the level cap in the first page of the character builder would be just as much valid as it is to have the option to use “homebrew content”, or being able to turn off encumbrance.
I create Epic Boons, using the create Feat options. I just preface each with 'Epic Boon - " and then the feat name. This reminds me which are epic boons that I can assign to my players as 'above level 20' content.

Nope, raw the game caps at character level 20, not class level
