The Spells tab in the Class section of the Character Edit workflow is extremely easy to miss, both during character creation and level up. I've had many players (myself included the first time) skip the spells tab entirely.
The solution I would like to see is "Spells" getting its own section--one that only appears if a spell-casting class has been chosen. That way, after proficiencies etc. have been selected, clicking "next" will take me to the spells workflow.
In the case of a level-up, I would favor a different level-up workflow that takes you through hp, then class items, and then spells. I've had newbie players clicking on the level up icon, then navigating to Ability Scores thinking there was something they needed to do there, since it's in the workflow. Then they accidentally reset all of their scores.
The chataracter builder is planned to be removed and have building and leveling done on the sheet itself. And in any case, I think making spells harder to find or making level up take more steps are both less than optimal ideas.

I will just throw out there that, personally, when I level up a spellcaster, I also basically ignore it in the character creator.
I almost always update spells and stuff in the actual sheet.
Spells are class features though. And leveling up currently only requires you to use 1 section of the builder.

I still don't think you're picking up what I'm putting down, but that's okay.
