Ive been coming across claims that people are saying that you can now cast a healing or buff spell on an ally that walks past your spellcaster that has war caster feat because they are leaving your threatened area and you can do do an opportunity attack on them. This is wrong an her is why.

Making an Opportunity Attack. You can make an Opportunity Attack when a creature that you can see leaves your reach. To make the attack, take a Reaction to make one melee attack with a weapon or an Unarmed Strike against that creature. The attack occurs right before it leaves your reach.
You cannot make opportunity attacks against allies.
Even if that line about "past your foes" wasn't there I don't really see the benefit all those YouTube and TikTok videos are so excited about because of the one spell slot per turn rule. Yes, you might be able to cast a spell on an ally as a reaction but then when it gets to your turn you're stuck with just a cantrip. Seems you're not so much gaining anything as just shuffling round the timing which might be helpful occassionally but is very dependant on circumstances

I haven't seen that debate, but I don't think there is any doubt. If a turn would last a round, then what would that mean for "at the end of your turn" events? Would they trigger at the end of the round? That would be weird.
I also think we have enough official clarification. In 2014 Mike Mearls tweeted that "per turn" means it can be triggered on everyone's turn. And in 2023 Jeremy Crawford tweeted that something that happens while your turn is happening, counts as being on your turn. I think one can draw the conclusion of the inverse that things that don't happen while your turn is happening are on a different turn.
But the most official and most clear answer is in the official Sage Advice Compendium, which says that a Rogue's Sneak attack - which can be triggered once per turn - can also trigger during an Opportunity Attack and thus give you 2 Sneak Attacks per round.
And if your response to that is "Well that's 2014 rules and not 2024" my answer is: I highly doubt the meaning of "per turn" changed in the update.
Yeah technically it's permitted according to those wordings.
I still wouldn't allow it m, seeing as it's clearly against RAI.

Think about it like this: If someone counterspells you, you can't counterspell their counterspell. But later in the round, you can counterspell them, and they can't counterspell you.
You can cast up to 2 leveled spells per round (one action/bonus action and one reaction) but no more. If you could only cast one leveled spell per round, it would basically make reaction spell useless unless you just spam cantrips

I disagree with your interpretation, it is not consistent with rules as written.
The line "If you move heedlessly past your foes, you put yourself in danger by provoking an Opportunity Attack," does not mean that only moving past a foe provokes an opportunity attack. It is akin to an observation, and it does not constrain opportunity attacks to only when moving past a foe. This is clear when comparing the 2014 to 2024 rules:
The rules in 2014 said: "You can make an opportunity attack when a hostile creature that you can see moves out of your reach."
That text existed. If WotC wanted to preserve that interpretation, they could have done so. Instead, the 2024 rules say: "You can make an Opportunity Attack when a creature that you can see leaves your reach." It no longer specifies hostile.
Similarly, making an argument that you cannot cast a leveled spell as a reaction because only one spell slot per turn is also an incorrect interpretation, because the War Caster feat in 2024 retains the Reactive Spell text:
Reactive Spell. When a creature provokes an Opportunity Attack from you by leaving your reach, you can take a Reaction to cast a spell at the creature rather than making an Opportunity Attack. The spell must have a casting time of one action and must target only that creature.
It does not have new text saying that you cannot cast that if you've already cast a leveled spell on your turn. That is part of the flavour text, not the conditions for the ability. This kind of thing has been brought to Crawford in the last, and the answer has been to ignore the flavour text. The ability does what it says it does.

An ally moving out of your reach permits you to cast any spell that only targets that one ally because it meets all of those criteria.
