I looked at fey wanderer but it’s a d4 where hunter gets you a d8 once the foe is damaged hence why I added it to the second attack after the first hit. 2 offhand attacks is strictly a table rule - the OP was asking about RAW.

If I'm using a Paladin for sustained damage I'm probably looking at a Vengeance Paladin, they will only be behind a ranger on subclass features at lower levels and will pull ahead once they reach level 11. Level 11, however, isn't "low level" and puts it out of view of the original question.

That does seem to be a valid choice for 1-3, though I don't think it can match Ranger since Barbarians can't have TWF Fighting Style in 2024. Also the Vex mastery is a bit redundant with Reckless Attack, so Cleave or Graze arguably give enough bonus to offset the Rage damage bonus if you hit with your Light attack. Once you hit ASI though, PAM/GWM start looking especially good.
That sort of also touches on the question of whether you are purely building a theoretical character with maximum damage, or putting together something you might play in an actual game. Like how Savage Attacker adds more to your damage than other origin feats, even though it is overall one of the weakest.
Getting back to the original question, depending on what assumptions you make, a multi-class with two levels in ranger and one in monk for the bonus action attack could potentially have the highest damage.
That sort of also touches on the question of whether you are purely building a theoretical character with maximum damage, or putting together something you might play in an actual game. Like how Savage Attacker adds more to your damage than other origin feats, even though it is overall one of the weakest.

Note that using the shield allowing Unarmored Defense feature will kill most of your Monk stuff because it’s explicitly gated behind no armor including shields

As a rule relying on getting a magic item to give a build baseline survivability is not a sign it runs well.
Correct, but you don't need it to live, especially with a large hit die, and other abilities like tough, and the like

Ok your monk1/barb3 Dex based - all the rage based damage features are negated as they are tied strictly to strength ( the monks ability to switch Dex for strength doesn’t shift those features to Dex based, also, as this based of standard array if you’ve maxed Dex and con your strength bonus is going to be +1 at best limiting what you get for rage bonuses) since hand axes are vex weapons your already using your bonus action for the second light weapon attack so you don’t get the unarmed attack either so what you actually get is either 2 d6 damage or 1 d6 damage if only one strike hits - or none if both miss. Somewhat better is using using the shortsword- scimitar combo which allows you to get 3 possible strikes but no damage bonuses from rage with your focus points allowing you 4 rounds of 4 strikes. Further you can’t combine the 2 different types of unarmed defenses and have to choose 1 ( hint which lets you also use a shield). Pretty much no matter how you slice this your not going to beat the hunter ranger for dpr at levels 1-6.

Note that using the shield allowing Unarmored Defense feature will kill most of your Monk stuff because it’s explicitly gated behind no armor including shields
Which is why you would want to get bracers of defence first thing

As a rule relying on getting a magic item to give a build baseline survivability is not a sign it runs well.
