Is it possible to add +1 to attack and damage rolls for spells? I know you can go in and customize the spell in the character sheet, but is there a way to do that in the homebrew builder as a passive ability? Basically a Spell, +1
Damage rolls, no. The problem is, there isn't a general rule for "spell damage rolls" like there is with weapon attacks. Spells in general do what their description says, which may or may not involve dealing damage and may require anywhere from zero to many rolls. E.g. compare Sleep (die roll, but not for "damage"), Ice Knife (Multiple rolls for different damage types), Spike Growth (amount of dice rolled depend on other characters' actions) and so on.
No to damage, but its probably coming soon, as there are items in the recently released Eberron book which add to spell damage.
It is definitely on the devs' radar (and has been for a little while), but in order to make a modifier for this, they first need to make a small change to the way spells are stored in the server to quickly identify the damage value (and a bunch of other tags) and change it. They have something like this already, so it shouldn't be too hard, but considering future projects they have planned, they may be hesitant to do something they will eventually have to change anyway.

Rod of the Pact Keeper gives a +1 to attack rolls and save dcs for spells cast by warlocks. So it happens.
