what is that PC games that allows DMs to set up maps for the D&D games in 3D and has enemies and all that thing, I don't know its name. I keep forgetting and I don't want to watch 4000 hrs of multiple channels videos to find them advertising it. plz help
I know Neverwinter nights and I think Neverwinter nights 2 had a dm mode.
I'm sure it's not what you're thinking of but tabletop simulator should allow some of this(never tried it but have friends that play board games in it)
Tabletop Simulator has a customisable 3D table upon which you can put maps, 3D elements and 3D tokens. You can even give players 3D Tablets through which they can browse the web or bring up digital character sheets.

While not DND, Divinity Original Sin 2 has what you describe. A game master mode where you can place everything and build the maps for your players to play through.

It sounds like a tool that I've seen on the D&D website. I haven't seen it there lately though.
I'm with Cybermind; I think you mean Table Top Simulator.
Think its $20 on steam.
Pretty sure it's Divinity 2 you're thinking of. Mercer has used it before to DM stuff as I recall.
