i am new to D&D, i did research but still not know much. I want to create a campaign of my own but I want to go in a bit of a different way but similar to D&D.
I want to create a free to play like campaign but i just want to make a fun story with my character and other people's characters. Where we still have dice and the 'dungeon master'. Basically, are campaigns in D&D strict where you have to follow by the rules, or can you change it to make your own story, etc etc. Please answer so I can understand
You can absolutely make up your own campaign plot. That's the beauty of playing a roleplaying game as opposed to say, a video game. You can use the different settings in the published D&D books or you can create your own setting.

ohh i see, one more thing, then the dungeon master also have a character to play as?
They can, but generally it's more like they play every single supporting character at the same time while the other players play the main characters in a story.

That is generally not a good idea. As a DM you have to be a neutral arbiter of the rules, and it's hard to be neutral if you are also playing a character affected by the arbitration. Additionally, as someone who has played in adventures in which the GM ran the "main character," it is not fun as a player. It turns the rest of the players into spectators of your story.
If you want a story about YOUR character, you need someone else to be DM. If you want to DM, you need to make the story be about the OTHER players' characters.

Just want to second this, in my personal experience I have never seen a DM pull this off, its always a disaster even with veteran DM's.

IMO, It’s okay to have an NPC in the party, it can be useful if the players occasionally get stuck or bogged down and they can take care of off-camera stuff that would otherwise detract more than add to the campaign. They can also be handy if you get stuck and need a foil without having to rely on something the players might not want for their own characters. And if everything hits the fan and you need a pinch of deus ex machina it’s nice to have a convenient source in place. But they should end up taking an overall backseat roll to the actual PCs.

okay i do ask one more thing, does there need to be a 'dungeon master'? and where everyone can create as they go along?
Well the Dungeon Master is the player who has the role of playing basically the world.
