A handful are not in the PHB/Basic/EE. (I don't think any are in EE anyway.) They will show up when browsing Feats, but attempting to look at their descriptions will result in a notice of the required content purchase. They will not show up at any opportunity to add Feats until the content is purchased on DDB. To get all the PHB Feats, it must be purchased on DDB (which is the assumption but just to be certain).
Human variants get a chosen Feat during character creation at Level 1. The other PHB races (including standard Human) do not - preassigned Feats based on chosen origin (race) only (for now - may change depending on an upcoming sourcebook).
Are you missing specific PHB Feats when they should be available?
Are you certain the character meets the prerequisites to gain a Feat and is at a point where selecting a Feat should be available?

Did you purchase just the compendium ($19.99) or the whole package ($29.99)? If you did purchase the whole package, try refreshing your browser's cache.

I am assuming that Content Sharing has been enabled by someone with a Master Tier subscription since you stated that “we” can view the feats. Is that correct?
If so, you will only be able to make use of that shared content specifically within that campaign, and nowhere else. So, are you attempting to add the feat to a character that is specifically within that campaign?

Is there a way to move a character into the campaign, if it is listed under My Characters?

Yes. When the DM sends you the join link, when you click it you will be given the choice to either create a new character, import an existing character, or claim an unasigned character (if any exist).
If you are the DM then just copy that link, paste it into the URL bar and go and you will be given the exact same options.
What about additional feats from other source books. I bought Tasha's Cauldron of Everything, I do not see the optional feats that are in that source book when managing feats on my character sheet.
