As stated (maybe not entirely clearly) in the announcement page for the pre-order bonuses, these feats have been designed by the DDB team, and are not official WotC material [as far as I got it, might be wrong of the officially], and are also not valid for Adventurer's League, for example.
So, yeah, the only way to make them viable resources but avoid possible confusion for those in AL was to make them Home-brew content instead of tying them directly to the main XGTE manual content.

Is there any chance of the D&D Beyond team working with WotC to _at least_ get a UA article published with these feats? Maybe they can make it into some eventual official supplement.

Never tried AL either (mostly because I wouldn't know where to go to do so here in Madrid), but I wouldn't consider it solless. There are plenty of options one can use, and now with the release of XGTE even more, as to create an AL valid character you can "only" use the PHB+one more book. Having all these subclasses and new feats in XGTE (and a couple of the most interesting SCAG subclasses reprints) make it a bit easier to create even more interesting characters.
Obviously, one would go play AL if they want the most official experience possible, and be part of a somewhat "living" and worldwide D&D experience, therefore I don't find it strange at all that home-brew stuff is out of the picture.

As far as I know, all the pre-order bonuses (except the alpha access to the mobile app) will eventually become available to everyone, having preordered gives mostly a "head-start" as far as I could discern.
In terms of making them official in another supplement, maybe. I guess it depends from the response from the community.

It's an easy way for stores and conventions to allow drop-in play. Whether or not it ends up being "soulless" really depends on the DM and the group of people at the table.
When creating a character, I see that a large amount of the subclasses are unavailable to choose. For example, when picking monk, I can't select Way of the Sun Soul, or when I pick Warlock, none of the original Patrons are available. The Warlock issue might be because I don't own the PHB but I have purchased Xanathar's Guide and I can't seem to select some of them. Is there any particular reason for this?

Very likely because you don't have Players Handbook. You kinda need that if you want to use Xanathars, or play any kind of fun D&D game ever. :P

Xanathar's Guide was released today, so if you bought it today, you have no pre-order bonuses.

Today was the release for the book on D&D Beyond, so you would have to have purchased any time before up to yesterday.
In the character editor,theree is also the Change Frame option.

You cannot use any of the feats in AL play, so they are not considered “official content,” which is why I believe they put them under homebrew.
You can share homebrew with players in your campaign.
