You are trying to roll high. The formula for this is to roll 1d20 and add your Wisdom ability score modifier. (In your case that's a +0, so you just roll a d20.)
I'm assuming you are making gut checks about the right course of action.
For that, I would either set a Difficulty Class (DC) based on how complex a decision it is or I would just roll and based on the roll act accordingly (e.g. on a natural 1(critical failure) you don't make a good choice at all, on a natural 20 (critical success) you are brilliant, anything in between is left to interpretation based on the complexity of the situation.)
You could also use the various Intelligence-based skills to recall information.
That's what I thought, I just wasn't sure of the scale, but it's arbitrary based on what you are trying to do which is what confused me. I'm rolling for gut checks mostly.

After some hesitation, Markas decides to follow Amar, Pagan, and Zerys down the hall into the room the shouting was coming from.
Pagan walks to the keys and takes them. He walks toward Amar. "Who are you poor people?" He asks the hostages. He hands the keys to Amar. "Are you hurt?"
"We heard rumors of a merchant party who may have been captured in this area," Pagan says looking intently at the portly Human. "Are all of you together?"
“That could have been us. We set out from the keep a few days ago. I was charged with guarding the merchant,” the man says nodding toward the man at the far end of the row.
Amar turns his attention to the orc, "Lets start with your name, Orc. Frankly my friends and I don't have a lot of time, and less to find out if you're trustworthy. How did you get chained to wall?"

The six prisoners from left to right are:
A portly and beaten human male. He is not speaking, but is watching the scene.
An orc who also is quiet.
Another human male who looks strong, but now emasculated.
A female human wearing the tattered garb of a wealthy person.
A wild-eyed, twitchy gnoll.
And another human male who has the bearing of a fighting man.
This last person says, “we were travelers beset by these hobgoblins on the road. They chained us up here...”
There is no other exit from this room than the one we came in?
Markas will examine the room for any surprises, if none are found he will gather with the rest around the prisoners.
Amar addresses the gnoll, "How did you get here?" Amar will speak in Goblin
He is also pondering if Charm Person would be the way to go on the usually hostile humanoids.
There are no other exits.
A cursory glance reveals nothing unusual. You assume the room is a torture chamber/prison.
Charm Person is not a bad idea.
The gnoll looks at you with the look of a rabid dog that would like nothing better to bite your hand...

Markas will approach the man at the end of the row. "What is your name, sir?"
The man raises his tired eyes to yours and whispers ...
... “Lhodis.”
Markas will examine the prisoners shackles and if possible set Lhodis free.
Amar turns to the orc, "do you speak?"
Amar will closely examine the orc the best as possible while staying out of arms reach. Anything amiss?
The shackles might be broken with brute strength, but Amar has keys. (Pagan retrieved them from the wall and handed them to him.)
”I can speak, human.”
The orc looks healthy and quite perturbed at his predicament.
Amar hands Markas the keys, "Free Lhodis"
