I think I understand why it wasn't labelled as such... That's because it does damage to the caster as well. Well... Unless a character is immune to necrotic damage but that's pretty unusual.
I am also having the same issue. I can see that I own the book, but I can't make a character with the subclasses. The backgrounds, feats, and spells can be chosen, but I can't use the subclasses. I have checked my licenses and the Partnered Content Section for my character. Licenses are correct. Partnered Content Section for a new character doesn't show Cthulhu by Torchlight.
Did you choose one of the 2024 classes, under Core Rules? The subclasses aren’t available on the 2014 classes.
(If you want to use it on a 2014 class anyway, you could make a homebrew copy of the 2024 subclass to see how it was set up, then rebuild it as a 2014 subclass.)

My Licenses page shows that I have purchased Cthulhu By Torchlight, and that my licenses are all synced up. I have enabled all content sharing for character creation. But the book does not show up under my Sources Tab when I am using the website on desktop. It does show up under my Library on the App, however. And when I try to create a Homebrew Monster I can select a Template of a Monster from the book while on desktop. But I cannot search for any of the monsters listed in the book, or find any of the sections of the book on desktop, only on the App on my phone. I am having the same issue with Tome of Beasts 1 by Kobold Press.
When searching for monsters, you'll need to find the "Partnered Content" filter and change it to "Yes". Otherwise, you'll see only the official monsters.

They've asked a question about the rules that the publisher (as the one who wrote those rules) is better equipped to answer. If the publisher then decides a change is needed, I assume they have contacts at DDB through whom they can initiate that process.
They're looking for a status update on changes that involve the publisher. If there was any news to share, I'm sure the publisher would hear it before I would. (If they don't know, I know even less.)
With the Feline Chaos issue above, for example, I'm confident the language on DDB matches what was sent by the publisher. Thus, the publisher would be the only one who can really answer whether that was intended or whether a correction needs to be made. If they're already working with DDB to make any updates, I'm sure they'd

It's the accountants, lawyers, executives & management I have issue with on why the process is a slow game of tennis.
Mearls IS on record saying that Feline Chaos is missing a chunk of the text that balances it(along with other spells), & it is out there & easy to obtain. So part of this is his/Chaosium's fault for sending you the choppy version.
But the fact that this is known & the missing text is out there in non-Beyond users' hands, makes it frustrating to paying users that it apparently takes oodles of legal, procedural, &/or accounting hurdles to clear these updates & fixes for Cthulhu by Torchlight, along with Obojima, Crooked Moon, Tal'Dorei Reborn, Humblewood, & many others that need patches, errata and/or 2024 conversions.
So while we want Mearls & other partners to push the fixes in general, we also want Hasbro & its Content Partners to play ball a little faster.

I have implemented House Rules for most of these spells.
You can balance these REALLY easily using the optional rule included in the doc itself, I might add.
Edit:Here's the rule that balances the spells:
"OPTIONAL RULE:Lure of Power
The Mythos offer power at the price of everything else. As an optional rule, when you expend a spell slot to cast a mythos spell, you must make a Wisdom saving throw equal to 15 plus the level of the spell slot expended. On a failed save, you gain the following Passion with a rating of +10.
Power at Any Cost
You have tasted the boundless power the Old Ones offer, and you can’t shake this lure. Whenever you cast a spell, you must use one of the spells presented here provided it is appropriate to the situation. If you have the opportunity to acquire and attune to a Mythos Tome, you seek to do so at any cost."
This should be implemented to balance these spells out.
1 Curse of the Putrid Husk no listed save and in book it shows a up to 10 minutes and in spell card shows one round
2 Evil Eye Cantrip has no listed attack or save
3 Feline Chaos does not define how many targets or an area only a range a reading of this spell implies it creates an aoe but is not listed
4 Breath of the no attack roll or save, could be as intended
The beginning of Ch4 specifically says many of the spells presented don't have saving throws by design.
1. The card is wrong, the 10 minutes is the correct duration. No save throw is intended

2. I see not even concentration 😬 that’s a kick to the nards to most cantrips; 3-6 scales auto damage and crit fishing for the rest of the party. I think that is the deciding factor on getting that for my table unless the sanity mechanics can save the day.

This is still not resolved 3 months later. Feline Chaos is missing a huge chunk of its text.
My Licenses page shows that I have purchased Cthulhu By Torchlight, and that my licenses are all synced up. I have enabled all content sharing for character creation. Whenever we're told to "Discuss with the owner" they inevitably send us back here, & the cycle repeats, with Beyond & every Partner.
At this point, WotC/Hasbro needs to have some open dialogue with their Partners.
Because regular users aren't feedback/hype tennis balls to hide behind.

These spells are OP, but they're meant to have a risk of being locked into & seeking more sources of them.
I don't like how it's only an OPTIONAL rule, & not a mandate for using them.
