I’m running a campaign for eight 10 year olds, and we’ve reached a checkpoint in the story.
Basically, what has happened so far is they joined a ‘contest’ run by the Lord, and if they win, they get glory, gold, fame, etc. The contest required them to retrieve a dragon’s toe from a goblin dungeon that the Lord says was stolen from his ancestors. They faced various challenges along the way(they had to find a map, translate it, it was stolen, etc.)
The catch is, the lord is not running the contest just to get the toe back. He wants the toe so he can use it as an ingredient in a spell that would essentially allow him to channel some of the dragons spirit/power through himself. He is running the contest because another one of the ingredients is the blood of the pure hearted adventurers and such. The players don’t know this.
We are at the point where they have retrieved the dragon toe from the goblins, and are at level 3. Now they are going to return the dragon toe to the Lord, and he will summon the dragon. However, I’m not sure what the journey from the goblins to the Lord should entail. I want some kind of story in there too, I don’t want them to just go straight to the Lord. Hopefully they can level up a bit more as well. Does anybody have any ideas on what to do with this, and with the story in general? Thank you!
Have a desperate chase with the Goblins in hot pursuit. They cannot rest but for an hour at a time, because then the goblins will catch up. As the days of hard travel and levels of exhaustion start piling up (maybe 2 days without a Long Rest) they finally arrive within sight of the walls, and safety just in the nick of time.
I would have the goblins send a few members out to steal it back, following them in a fashion like golem. They travel back but stop in a hamlet along the way where someone knows what the Lord is really up to. Now with goblin thieves after them they have to figure out what to do with the dragon's toe. They might head off in another direction to seek information and find new adventure still carrying the toe and trying to keep it secret sort of like Frodo's journey to see the elves.

The above suggestions are good. If your issue is the players need to gain some levels before they face the dragon, maybe have a few more gathering type quests. For young kids I have found video gaming it up works good.
Any of the above suggestions. Maybe throwing in an encounter with a non-hostile creature (goblin or non-goblin) that catches up with the party to tell them the "real story" of the dragon toe. It could be that they were actually trying to safeguard the toe from the Lord so he couldn't complete his ritual, or that they need the toe to resurrect the dragon to stop the Lord's evil plans.
