hello, one of my players is a fighter and took the cavalier subclass and wants to charge into battle with there steed so they want to craft an item, maybe a whistle of some sort that casts the spell find steed or maybe eventually find greater steed, i know crafting obviously takes time and money and i know crafting a spell scroll with a second level spell costs like 250 gold and making an actual already established item such as a flame tongue sword would cost 2000 gold and the cost all depends on the rarity of said item to which i have a chart for both the cost of items and spell scrolls so my question is due to the spell of find steed and find greater steed not exactly having a rarity level what should i set the rarity at for each spell so i can get a rough idea of how much this item is going to cost to make?
Honestly, I don't really like the idea of just selling magic items. Rather than worry about the price of the item I think it's more interesting to have it be a reward or treasure found somewhere in an adventure. Maybe the party gets attacked by, say... a Hobgoblin who already owns the whistle. Maybe it could be the prize offered as part of a tournament. Hell... it could just be something they find in a treasure chest in the middle of a totally unrelated dungeon. It's only a second-level spell, so it's not unreasonable to find it even as a relatively low-level party.
although i do agree with what your saying im also planning on making the whole custom order of this item to be a little side adventure for the player to go and collect materials to make and enchant said item, plus the player is rather timid and we split loot through voting and they want to make sure they get this item rather then have the whole group vote on who gets it and potentially have the item given to another player so they are fully willing to pay for this custom item or even go on a quest to gather the materials i just needed a base cost idea to play around with for them
Having the player collect the items.. a spell scroll 2nd level and 4th to upgrade it later. Then would need a whistle. So maybe they would need some old bards flute who resided in a livery village who just happens to need a little help. Rewards can include that flute. Take those items to a woodworker and an enchanter to complete the whistle.
Boring but it works. It's not have breaking to have it either. Just put a limit on it. Like can cast once per day and the steed only lasts so long.

Technically, since Find Greater Steed is a 4th-level spell, the item would be “Rare.” But I think of it was 1ce/day it could be uncommon.
