I am making a dnd adventure which consists of multiple short adventures for characters already and above level 20. I have almost no idea for any rules for characters above level 20 so if anyone could give me tips, thank you!
Oh and btw, I wont be using epic boons much so please don't suggest those.
There are no rules for beyond level 20. Characters at that level approach demi-god status in abilities. You need to throw some epic level challenges at them to even make them sweat. Your biggest problem will be dealing with all the ways they can negate enemies and bypass obstacles you put in their way.
I have no suggestions as I've not played high-level 5e yet; but I am curious what others would suggest. I assume you were not the DM or a player in the sessions that levelled up these characters to 20th - otherwise I think you'd have the experience of the gradual increase in difficulty to guide you.
Without set rules for overleveled characters, my first instinct would be that their increased powers comes from owning powerful magical items as well as potentially homebrewed abilities/powers.
You could also see what sort of abilities they already have and amplify those. For example, Druid Wildshape is limited to beasts and CR level, maybe they have unlocked the power to turn into other creatures such as monstrosities or can turn into beasts with higher CRs. Think of what would be gamebreaking in a normal game and consider if it fits what you're going for.
I'm not familiar with "epic boons" so forgive me if what I'm suggesting is literally that. I should go read what that is now.

When it comes to character development, does it really matter once you've reached 20th level? I know you said don't suggest epic boons, but they are specifically in the rules to allow you to provide rewards for characters that have reached the maximum of their abilities.
Or are the rules you're looking for related to something else?
I raised the level cap to 23 for the campaign I DM, I just scaled the XP table up for them and then they can multiclass for the extra levels. It won’t work on DDB though.
