So I was just In a session where my player's barbarian, who has a +1 int is sitting with the DMPC goblin wizard. I had the PC roll an arcana to see if he can at least use one of the spell from the spellbook (he earned from a previous session)of his choice, and to be able to use it once. He picked Burning hands, and rolled an 18 on arcana.
Would it be alright if he can use pick from one of the spells, every long rest?
I don't think that would be problematic at all, provided you do not let him cast it while raging. Some tieflings get it (burning hands) 1/day presently anyways.

Even if he multi-classes it should be based on his int mod. That would never change. A wizard's spell DC would be based on his int as well.

They'd also add their proficiency bonus. So the DC for burning hands would be 8 + proficiency bonus + Int modifier. Attack roll would be proficiency bonus + Int modifier.

Sorry. To clarify: in general, their spellcasting attack roll would be proficiency bonus + Int mod. But yes, Burning Hands doesn't require an attack roll.
You could also base the mechanics off this item: Hat of Wizardry
Maybe have them use their action to make an arcana check With a DC 10 (or whatever you find appropriate), you can’t try to cast burning hands again until you finish a long rest.

Burning hands is an AOE spell. Creatures in the area make a save. If they fail their save, they take full damage, if they make their save it's half damage.
I'm not saying it has one, I'm, saying the name suggests that it has one. It sounds more like a 'Slap someone and they take fire damage' rather than a 'Fire shoots from your hands'

Correct. You are basically granting them access to the Magic Initiate (Wizard) feat’s 1st-level spell, just not the Cantrips.
