I'm creating some magic weapons that are meant to be used as pairs, and share an attunement slot. (dual daggers, dual shortswords, etc) and was wondering the best way to accomplish this as homebrewed.
Should I create it as one item and specify the details for each of them in the description?
Should I create an item for each one, and if so, is there a way to allow them to share an attunement slot or not require one for the second item of a set?
I'm guessing it's too much to hope that I can have properties that activate only if both items are wielded by the player.

You would probably want to look at how Baba Yaga's Mortar and Pestle was made. That seems to be kind of what you're looking to do. Each has it's own ability but it's when they're together that you get full use out of the items.
If you don't want to create the 3 different magic items, you can always make the items inseparable from each other. Like if it's two daggers (this is what I did for a dagger set meant for a rogue), there is the main dagger and the offhand dagger. If they're ever more than 100 feet apart, then the offhand dagger is immediately teleported to the main dagger. There is a bit more to it than that, but you get the gist.

Unfortunately, probably the best way to do it is to create each one as a separate item and then create the pair of them together as it’s own item.
