For the spell you have to set the Min and Max charges to 15.
The other two powers do not cost as spells, so you would either need to create them as spells and attach them, or they will have to exist as plain text in the item’s description and the player will have to be responsible for counting things correct for themselves.

I'm trying to create an magic item with rechargeale charges and 3 effects / spells that use an different amount of charges per use.
is it me or is it impossible at this point?

sorry for posting in the wrong section - i thought it was for discussing those, not for problems implementing them in dnd beyond.
ok i set it up as a wondrous item. it shall have 15 charges total, with a 1d4 regain at dawn. this works fine.
then i wanted to have 3 options.
a) summon specific cr0 creature @ cost 5 charges
b) summon specific cr 1/4 creature @ cost 10 charges
c) cast spell @ 15 charges
the spell was easy to implement, but i cant make it so that it uses the 15 out of 15 charges, not its own, or just one.
i did not find a way to mechanicly implement the summing eighter.
