If you are using homebrew content to create your character it would be helpful to us to link the homebrew in question. Unfortunately, without seeing the races in question, I can't offer any real solid advice.
For the first two questions, we'll also need to know if they are being asked from a player perspective, or one of the DM. From a DM perspective, you could absolutely create a monster that is half-dragon, half-nereid and add any capabilities from either. You could also create a hybrid offspring of two different colored Oni using the same ideas as the previous answer. If those questions are from a player perspective, however, the answer becomes less clear. You would need to work with your DM to create (or have them create for you) a homebrew race that has the characteristics and abilities you're looking for.
As for the Lilitu question, it's a similar answer to the previous one. Work with your DM to have a race made with balanced statistics for a player character and discuss how it will affect the story your DM has planned. An example ability for the race could be:
Facade. You control a portion of the magic you once held in your previous life as a succubus. You may cast disguise self at will. While you are disguised, your true alignment cannot be detected by divination magic.

I'm trying to figure out what Allies and Enemies to give my Goliath Barbarian, but I'm not sure what that entails. I want some input based off of his backstory if possible.
It was a beautiful moonlit night and my family and I were skinning a couple of Giant Elk that we managed to kill and bring back to the village when we heard the horns. Then, out of nowhere, they attacked, cutting down everyone else and leaving me for dead on the mountain slopes. The last thing I remember from that massacre is looking up at the ones who murdered my tribe, my family and my friends. All I could see were the dark, shadowed cloaks and those veiled hoods. Then my vision faded to darkness, and I lost consciousness. When I came to, I thought it a terrible nightmare, but when I approached the village, I came to the horrifying revelation that it was in fact not a dream, and my tribe was no more. I collapsed to the snowy ground and let out a thundering cry of anguish and grief as I looked upon the slaughtered corpses of my people. The men, the women and the children, all slaughtered in cold blood in a single night; "Who could do something so heinous and cruel?", I asked myself. "Who could stoop to such depravity as to even slaughter the children, so young and full of life, having yet a life to live?" I swore then and there that not only would I honor the memory of my tribe, but that I would also do them one better by finding the ones responsible for their deaths and avenge them, no matter the personal costs.
Any suggestions? He's Chaotic Good, puts his faith in Grolantor and Hiatea and lives a modest lifestyle. (Not sure if Lifestyle plays into this factor, but I'm putting it in just to find out whether or not it does in fact apply) I even have his personal characteristics filled out to aid in the process of determining his friends and foes.
PERSONALITY TRAITS
I place no stock in wealthy or well-mannered folk. Money and manners won’t save you from a hungry owlbear. I once ran twenty-five miles without stopping to warn to my clan of an approaching orc horde. Before they were slaughtered by the individuals whose identity and race are still unknown to me due to how obscured their visages were that night.
IDEALS
Change. Life is like the seasons, in constant change, and we must change with it. (Chaotic) Glory. I must earn glory in battle, for myself and my clan. (Any) Greater Good. It is each person’s responsibility to make the most happiness for the whole tribe. (Good)
BONDS
I am the last of my tribe, and it is up to me to ensure their names enter legend. I will bring terrible wrath down on the evildoers who destroyed my homeland.
FLAWS
I remember every insult I’ve received and nurse a silent resentment toward anyone who’s ever wronged me.
Violence is my answer to almost any challenge.
I am slow to trust members of other races, tribes, and societies because of the tragedy that was brought upon my tribe, and I greet anyone in hooded robes with suspicion and silent hostility

You haven’t shared anything you aren’t allowed to.
The obvious answer for an enemy is whoever “they” are that killed your family. (You don’t have to know who “they” are yet, it could be something your DM uses as a hook for you later.)
You don’t actually need any Allie’s or Enemies right now. The other PCs in the group will become your Allie’s and your party’s adventures will inevitably result in a few enemies.
Also, while there is nothing preventing anyone from taking additional characteristics, you don’t have to take that many either. (Some people don’t pick any or just make up their own.) the suggested minimum is 2 traits, and 1 each Ideal, Bond, and Flaw. That right there can be more than enough to RP all by itself at times because your only gonna be able to give small, brief glimpses of the character. Lots of times, being able to lean heavily into a few things can help develop a more lasting impression in such small bites. But like I said, there’s nothing wrong with taking more (especially if you’re gonna play the character that way anyway). I just want to let you know that you don’t have to fill everything out right away. The fun of D&D is getting to figure out some of this stuff together.
If I'm creating a half-dragon/half-nereid, can I add nereid capabilities to my half-dragon?
Is it possible to create a purple oni as the offspring of a Red & Blue?
Nereied is not an offical dnd race, neither is dragon.

All the D&D resources I've read say the are considered races.
Non of them offical, and thus I can give no advice on them, which is pretty clearly what I was telling you.

Tbh, I'm trying to figure out how to play as non-traditional humanoids (oni, half-dragon, cambion, etc.).

There are already a good number of official “non traditional” races:
Those👆are all very non traditional. (In fact, to the best of my knowledge they are new to D&D this edition.)
These are only “traditional” to some folks, and not to others depending on how long they’ve been playing and which settings:

In fact, the only really, really “traditional” races are: Human, Elf, Half-Elf, Dwarf, Halfling, and Gnome.
