I was trying to play with the homebrew system to see if I could create an item to effect characters spell dc's, without increasing the actual ASI score that belongs to their core job.
In this case I was trying to create an item that could be used for a Blood Hunter, but the concept should in theory (if it can be done), work for any class)
So the only thing I seemed to do wrong was I made the fixed two instead of one (because I was trying to up the spell DC by two). Although I guess having a one increase instead of none is always better.

Two should work fine as well. You probably didn’t save the entire magic item after adding the Modifier.
After you add anything to, change anything on, or remove anything from any homebrew you MUST re-save the entire thing using the main [SAVE CHANGES] button under Basic Information or the system will not pick up your changes.

I did do that, and that is something that I ensure myself to do after every homebrew (but to be honest I didn't start getting in the habit until I read the thread someone pointed me out about how to create unarmored defense, which was another post you helpfully responded to someone else :P). I did however, after messing around with it, figured out what the problem is.

Side note for folks dum like me on homebrew. I had created this item, and it was in inventory. I made the changes and nothing showed up. I deleted the item, then read added it, and yes, the DC was adjusted.
I set up an item with these exact parameters, and it didn't change the spell DCs on my character's sheet, even after attunement. DC spell save is 17 before equipping and attunement, and 17 afterwards.
Edit: Please disregard! I added my custom item to my inventory without having made the correct adjustments to the modifiers. I fixed it by deleting the item from my inventory, then re-adding it. Once re-added, it displayed the correct modifiers.

Gotcha. The problem is in fact that Hemocraft DC is a base class feature (like Ki save DC), and we cannot affect base class features.
