+3 to a stat is VERY powerful and something that none of the official races allow. Typically a race will be +2/+1 or +2/+2 depending on how good the other abilities it has are.
Being able to turn into a dragon is even more powerful. You don't give any information/guidance on how the character's class levels work while they are in "dragon form"
Overall - it's mechanically fairly sound, but any character with this race will be more powerful than the rest of the adventuring party added together unless they also have races of similar power levels.
Currently I expect the race to be rejected when it reaches moderation, because you have modifiers in there (the disadvantage to wisdom) that aren't described in the text.
I recommend revising, testing and only submitting once you are sure you are finished and happy with it.
I would suggest modified versions of the dragons in the monster manual. As you can imagine, adult dragons can be a solo boss for a party of 3+, which in turn means that this one character can be the equivalent of 3 player characters. Debuffing or creating modified versions of these transformations would be a MUCH better way to go about this. Storywise, you could explain that the transformation is halted due to something the player has done/hasn't done in connection to Tiamat which would explain the reduced/modified stats. Hope this helps!

On the pluss side tweaks shall be undertaken.
In your opinion is forfeiture of a feat, at those levels a bit cheap vs other possible combinations (Stat advances etc) ?
Class level functionality is something I hadn't actually thought of, although my thought process is that they effectively cease. In purely mechanical terms it's like replacing your character with said dragon for duration whole cloth. I think I'll probably tweak the 3 to 2 as well.
Much appreciated on the support, so used to actual pen n paper it's quite daunting comparatively.

If the race is unable to be lowered down to be on par with the other official 5e races, disadvantage to saving throws would be a good way to do that. I personally don't really like the "super powers for races, but heavy drawbacks" approach, but if that's what you and your group is cool with then it's 100% groovy! Another one you could use could be that evil chromatic dragons, dragonborns, etc. could deal double damage, or will always attempt to target that player first. In a campaign with small amounts of dragons, this won't mean much, but in a dragon-heavy campaign, then I could totally see this being a good set back, but would also mean that most of your other players wouldn't get hit as often and may feel "left out" to some degree, so it works both ways. And of course, if everyone in the party is a Tiamatar then it's completely nullified lol

I cannot stress how important the concept of final submission only should be - whilst there is the ability to Create a New Version of a published homebrew to provide changes, please do not keep constantly updating published homebrew. As StromKnight mentioned, we have to manually review it before approving. The recommendation is to only publish work which you are happy with sharing and believe in final stage.
Before submitting we highly recommend testing the submission yourself in the character builder and/or via playtesting (remember private homebrew can be shared via a campaign, you do not need to publish it). Right now we have some homebrew that is close to 2 weeks waiting to be approved due to the backlog - the more we can get everyone to not submit WIP, the better.

Having taken a quick look, you submitted your race to public homebrew about 6 hours ago.
As with all homebrew submissions, it will be manually checked by a moderator, before being approved or rejected with feedback on why.
Only once it has been approved will it be visible to others via the url you provided (your url is correct).
So I urge patience and wait for your race submission to be moderated, as there are other submissions in the queue to be moderated. :)
