That is really weird. I am sure I added the DC (27) when editing the statblock after seeing your message. But now it is missing indeed. Strange D&D Beyond glitch?
You can swing a sword in horizontally in front of you, such as when you do a mittelhau, or diagonally when you do a diagonal oberhau or unterhau. The cone is the best, easiest way to approximate such an attack (that hits multiple creatures with a save due to the sheer size of the sword) - of course a 5-foot wide, cone-shaped plane would be more accurate for the area covered by the sword, but this is not a video game where you can create accurate hitboxes for a monster's attacks.
28 is a fine AC for a construct of pure adamantine in my opinion. You need to take into account that this is an enormous creature, built specifically to withstand attacks from dragons, and not just a a small bar of raw adamantine (which the 23 AC would be for). For comparison, the Warforged Colossus as a similar enormous construct has an AC of 23, but it is built of regular metal, not of adamantine. And it was built to kill humanoids, not dragons.
Alright, so maybe it's a bit more inspired by Ant Man than giants. But hey, it still makes sense for the submission, and there's only a two letter difference anyways!

At first glance, there's maybe too much going on for a potion. Most potions have rules texts that's a few lines long at most, and the effects are simple and straightforward. You have six separate bullet points
Mechanically, it also seems kind of, I dunno, arbitrary might be the best description. It doesn't follow the established precedents for bonuses that come along with getting bigger (enlarge/reduce or a rune knight's Giant's Might, to pick the two most obvious examples), even if just to use them as a baseline
The final thing I'd say is that the rarity choice seems odd to me. Maybe I take the word 'legendary' too literally, but to me any item on that tier should be something bards could have sung tales about. It's a clue to the DM that any lore about the item has faded into the realm of legend and myth. This is... "just" a potion that makes you really big, and as a potion it wouldn't even be unique, since it could just be brewed again. So what exactly makes it legendary, as opposed to very rare?
I just made a pretty huge overhaul to the potion. I know the new second effect is pretty wordy, any ways to improve it?
